The Weather. We thought that the long
rainy season was over; but, to our dismay and
discomfiture, on yesterday morning when
merged from our shanty, we fonnd the elements
again weeping afresh and thus continued during
the entire day.
Outrageous Conduct. The rapid and contin
uous discharge of firearms in. the Northern part
of the city last night was perfectly outrageous.
More than 30 shots were fired by persons, at this
time unknown; which at so late an hour was
highly calculated to occasion alarm in the minds
of all who did not know the circumstances.
Marshall Whitty promptly dispatched his force
jn the direction of the firing; but had ; made no
arrests up to the time we went to press.

Outrage. We learn that as Mr. James M.
Harris was proceeding down Fayetteville St,
last night, between 9 and 10 o'clock, he was
seized by some soldiers, with the evident purpose
of robbery. He made such demonstrations, how
ever, as compelled them to desist and depart.
We are informed that two of the party have been
arrested and will be properly dealt with by the

We Abe glad to learn, as we do from the Char
lotte Democrat, that the recent sleet and snow in
that section did not kill all the ( peaches. . There
is still a chance for plenty of fruit.

Another most irritating case, growing out of
an old law of North Carol i na, .. seems to , call . for
Congressional intervention. A North: Carolin
ian, while on a boat for Baltimore, on the Ches
apeak bay, fojimd a Yankee rogue, who had been
put up in the same state room with bim, stealing
money from his pecket An ancient law of
North Carolina provides for cutting off the ears
of rogues in some cases, and the Carolinian pro-
ceeded to put it in execution by cutting off an j

and this fact alone will probably prevent a mili

ject should be to get back into the Union, with

such as every good citizen not disfranchise

A plain, unlettered man, from tne lower part
of Uhowan county,-JN. C came to Portsmouth
several years ago, and on the Sabbath went early
to church. - Me selected a seat in a convenient
pew, and awai'.ed patiently the assembling of the
congregation. Presently the music of a fine
toned organ burst upon his astonished ear, he
had never heard one before. At the same time,
the gentleman who owned the pew came up the
aisle with his lady leaning on his arm. A he
approached the door of the pew, he motioned to
give "place to the lady. This movement the
countryman did not comprehend, and from the
situation of the gentleman and lady, associated
as it was in his mind with the music, , he must
have concluded that a cotilion, or country dance,
or some other dance was intended. Rising part
ly from his seat, he said to him, 'Excuse me,
sir excuse me, if yon please. -. I don't dance,"

Post op I Wilmington. We are officially in
formed that on yesterday afternoon, the order as
signing General Miles to the command of the
Post of Wilmington was countermanded. Colonel
Frank, retaining command here. The colored
troops who have arrived will return to the Forts
below the city as soon as . transportation can be
furnished, the companies heretofore under com
mand of Colonel Frank, continuing to . garrison
this place. The pleasure which this arrange
ment will give our citizens, is the best testimony
of the good conduct of the troops and the high
tone bearing of the officers, and is a tribute
which must be grateful to the true soldier.
While entering our honest protest to the nec
essity of placing our people under the rigors of
military law, and certainly desiring to intimate
naught against other officers, as long as Con
gress so orders, we are satisfied our people will
prefer the commander, under the enlarged pow
ers now confered, who, in his more limited field
of operations, has exercised his authority with a
jealous and firm regard for his own duties, but
with due respect for the rights of others. Wil.

A Car toe Confiscation. For our part we are
in favor of confiscating the estates of all such re
bels as Davis, Stephens, Lee, Wise, etc., and we
believe that Congress thonld exercise the power
it undoubtedly possesses to that end. We have
not benefited our country in any way by restor
ing to these men the huge estates upon which
they had grown so insolent These men have
cost the country ah expenditure ot money that
would have more than sufficed to buy up all their
possessions. Their course since the return of
peace is proof conclusive that they are not to be
trusted or believed any longer, and that they are
bent on doing as much mischief as may be with
in their reach. What they are capable of we may
see in the terrible war they waged for four long
and bloody years, and in the countless lives ' lost

The Chilian Wab. Our latest intelligence
from the Pacific coast of South America gives but
littie information of the progress of the peace
negotiations. President Prado, in his message
to the Peruvian Congress, states that . the joint
offer of mediation made by England and France
had been promptly refused, as would be in
future all propositiorls- that did not place the
name of Pern in an honorable light. As regards
the kind offices tendered by the United States,
Peru could do nothing .without consulting her
allies. The feeling in the allied Republics, in
favor of continuing the war until conditions of
peace entirely satisfactory can be obtained, is as
determined as ever. ' Unfortunately, Peru is
again distracted by, civil war, which in no case
will chrnge her opposition to Spain, but greatly
impairs her militay strength. . , ,

troops arrived here yesterday, and we learn that
two companies of the 40th regiment will follow
to-day or to-morrow to relieve the company of
white trooDS on duty here. It is also stated that
CoL Miles, of the 40th regiment colored troops,
will, in a day or two, assume command of this
post, - relieving CoL Frank, xue present com

ford, Assistant Commissioner of the Freedmen's
Bureau for the State of North Carolina, states
that there are at least six thousand persons in
North Carolina suffering from want of food, ot
which number two-third3 aie whites. Three
thousand bushels of corn were distributed during
the month, sent by "the Southern Relief Com
mission of New York city. " The distribution by

Louisville, March 21. The destitution in the
inundated districts on the Green river is very
great The people are suffering for the necessa-'
nes ot life, and many aro, compelled to-leave,
their homes. Beck; city is entirely deserted
the inhabitants being compelled: to flee to the
hills. Shawneotown is submerged, and - the
wharf boat is crowded with unfortunate refugees.
Fatal Accident.- We regret to learn from the
Wadesboro' Argus that Mr. -Jno. T. Marsh, of
Anson county, was thrown from his buggy a few
days agp and so badly injured that he died in a
