Ex-President Mott on the Wes tern North Carolina 'Railroad. consequent failure to have this Road at this moment completed through the mountains is due to the action of the Legislature of mol in Deputizing Mr. President Warren of the Senate and Speaker Jarvis of the House to dictate the manage ment of the Railroad interests of North Carolina. Therefore, if the people of Wes tern North Carolina are now suf fering for the want of Railroad fa cilities they have to thank the Conservative "upstarts of the Legis lature, of 1870-'71, which, not only in this, but in many other particu lars, wrought grievous and lasting injuries to all the material inter ests of our State. Through the statement of Dr. Mott, with the aid of other publica tions made on the subject, the pub lic has a pretty clear insight into the affairs of the Western North Carolina Railroad. From all these it appears that the State has invest ed in this Road $2,452,509.97, and private Stockholders $1,000,000.00, making the actual cost of the prop erty to State and individual Stock holders nearly j&ree and a lialf in stead of six minions, as stated by some. . J. Mott, a former President of the Road, submits to the public, through the Era, a statement of his own, which is a copy of his testimony before the present investigating Committee of the affairs of the Western North Carolina Railroad. Dr. Mott submits I this statement himself, and no reflection is under stood to be intended on the Com mittee, which will doubtless make its own publication in due time. . It appears from the statement of Dr. Mott that the Company that is to 'say the State Directors and private Stockholders lost an op portunity when the Richmond and Danville Railroad Company offered to complete the Road one half for the other, leaving the State and the private Stockholders in possession of half their Stock. And although he does-not say so, the fact is, the fit la t'-'uh. is tablishment of a through line to Beaufort Harbor, connecting with a line of trans-Atlantic Steamships, as put forward advisedly through these columns. Certain it is, the State of North Carolina having already sunk some millions of Bonds in this Railroad, which, as an investment, must in evitably prove a total loss, she can not think of risking further of her cash , and as ' hypothecation of bonds" appears now a source of great trouble and confusion, any hypothe cation of the taxes of 1873 could hardly meet the approbation of a people thus doubly in danger of being swamped again through the fooling away of their taxes levied for the current expenses of the State government. That all that portion of section thirty-one of the act aforesaid that re quires retail dealea-s in leaf-tobacco to pay. five hundred dollars, or that re quires said dealers in leaf-tobacco to pay fifty cents for every dollar in excess of one thousand dollars of their sales, be, and tho same is hereby, repealed ; and hereafter any dealer in tobacco shall have the right to sell, by retail. leaf-tobacco to any person whatsoever, 142 miles of Road ; 114 miles com plete and in operation ; 28 miles three-fourths graded, and the Roll ing stock and machinery, worth one hundred thousand dollars. Such testi mony in rebuttal may be taken on five days' notice. Tistimony may be taken at two or more places at the same time. Sec. 2. Depositions of witnesses re siding outside of the district and be yond the reach of a subpoena may bo taken before any officer authorized by law to take testimony in contested election cases in the district in which the witness to be be examined may reside. Sec. 3. The notice shall bo served so as to al low the opposito party sufficient time by the usual route of travel to attend, and one day for preparation, exclusive of Sundays ana the day of service. It is an attempted outrage on one of the richest, fairest and best sections of the South. The Legislature ought to protest with Congress on the matter, and every citizen of the State who feels an interest in the growth and glory of old Mecklenburg, and the un bosoming f the wealth of the Ca tawba Valley should lose no time in remonstrating with Congress on the subject of abolishing the Branch Mint at Charlotte.
