sell the bonds now held in trust by him

and seventy four dollars and forty- eight
cents, and apply the proceeds of the sale
in the manner prescribed by the terms
of the sixteenth article of the treaty
with the Senecas and other tribes, of
February twenty third, eighteen hun
dred and sixty seven.
Sec. 3. That all authority now exist
ing by the acts of March second, eigh
teen hundred and sixty one, and March
third, eighteen hundred and seventy
one, or otherwise, to issue or deliver
any bonds of the United States to the
Choctaw tribe of Indians, is hereby sus
pended until tho further action of Con
gress in the matter, and providing for
such issue or delivery.

of Representatives of the United States
of America in Congress assembled, That
within the States hereinafter named de
posits or mines of iron and coal be, and
they are: hereby, excluded from the
operations of an act entitled "An act to
promote the development ef the mining
resources of the United States," approv
ed Mayi tenth, eighteen hundred and
seventy two, and said act shall not ap
ply to the mineral lands situate and
being within the States of Michigan,
Wisconsin, and Minnesota, and that
said lands are hereby declared free and
open to exploration and purchase, ac
cording to the legal subdivisions thereof,
as before the passaue of said act : and
that any bona-tide entries of such lands
within said States, since the passage
theioof, may be patented without ref
erence to the provisions of said act.

VTAIt TERRITORY.
For the general incidental expenses
or the Indian service in Utah Territory,
presents of goods, agricultural imple-
set apart, and eighty thousand dollars
thereof to be invested as part of the or
phan fund, and twenty thousand dollars
to be expended for buildings and ether
improvements deemed necessary for
the benefit of the institution for the or
phans; the sum of one hundred thou
sand dollars from the proceeds of the
strip of land in Kansas to be set apart
for an asylum for the insane, deaf and
dumb, blind, and indigent persons of
the Cherokee nation, seventy five thou
sand dollars of said amount to be inves
ted as a separate fund, and its interest
semi-annually applied to tho support of
said institution, the remaining twenty
five thousand dollars to be expended
for its establishment; the sum of sev
enty five thousand dollars from the pro
ceeds of tho sale of lands to the Great
and Little Osages to be expended for
the establishment of a literary institu
tion for the education of indigent per
sons of said nation, under suchi rules
and regulations as the national council
of the Cherokees may prescribe.
Sec. 5i That tho proceeds of the sale
of lauds belonging to the Kickapoo In
dians, in the State of Kansas, in pursu
ance of tho fifth article of thetieaty of
May twenty eiglnij, anno Domini eigh
teen hundred and sixty three, now in
vested or in the custody of the Secretary
or tho Interior, shall be retained by the
Seeretarj' of tlie Interior as a permanent
trust fund, on which shall be Maid to
said Indians, semi-annually, interest at
the rate of five per eentuiii"per ximiiin :
Provided, That the consent of said In
dians shall first be given to the forego
ing provision.
Sec. C. That there shall be appointed
by the President, by and with the con
sent of the Seuate, a sufficient number
of Indian inspectors, not exceeding five
in number, to perform the duties herein
required. Each inspector shall hold his
office four years, unless sooner removed
by the President, and he shall receive
an annual salary of three thousand dol
lars and his necessary traveling expen
ses, not exceeding ten cents a male for
actual travel while in the discharge of
his duty, a statement of which expenses
as to each inspector shall accouinanv
thence north on .said line to the place of
beginning, shall constitute a separate
land district, to be called the Gila land
district, the office of which shall be lo
cated at sucli place in said district as
the President of the United States may
direct, which may be changed from
time to time as the public interest may
require.
Sec. 2. That the President shall ap
point, by and with the advice and con
sent of the Senate, or in the recess of the
Senate, a register and a receiver of pub
lic moneys for said district; and said
officers shall reside in the place where
said land office is located ; aud they
shall have the same powers, perform
the same duties, and receive the same
emol uments as are or may be prescribed
by law in relation to land offices of the
United States in other Territories.

tion shall extend to a full investigation
of all matters pertaining to the business
of the superin tendency or agency, in
cluding an examination of accounts, the
manner of expending money, the num
ber of Indians provided for, contracts of
all kinds connected with the business,
the condition of the Indians, their ad
vancement in civilization, the extent of
the reservations, and what use is made
of the lands set apart for that purpose,
and, generally, all matters pertaining to
the Indian service. For the purpose of
making such investigations, each in
spector shall have power to examine all
books, papers, and vouchers, to admin
ister oaths, and to examine on oath all
officers and persons employed in the
superintendency or agency, and all such
other persons as he may deem necessa
ry or proper. The inspectors, or any
o.ieof them, shall have nower to sus
pend any superintendent or agent or
employe, and to designate some person
in his place temporarily, subject to the
approval of the President, making im
mediate report of such suspension
and designation; and upon the conclu
sion of each examination a repoit shall
be forwarded to the President without
delay. Tho inspectors, iu the discharge
of their duties, jointly and individually,
shall have power, by proper legal pro
ceedings, which it shall be the duty of
the district attorney of the United States
for the appropriate district duly to ef
fectuate, to enforce the laws, and to pre
vent the violation of law in the admin
istration of affairs in the several agen
cies and superintendences. S far as
practicable, the examination of the
agencies and superintendencies shall be
made alternatelyby different inspectors,
so that the same agency or superinten

AN ACT to provide for obtaining infor
mation of the condition of banks or
ganized under State laws.
Be it enacted by the Senate and House
of Representatives of the United States
of America in Congress assembled, That
it shall be the duty of the Comptroller
oi tne currency to report annually to
Congress, under appropriate heads, the
resources and liabilities, exhibiting the
condition of tho banks, banking com
panies, and savings banks organized
under the laws of the several States and
Territories, such information to bevb
tained by the Comptroller from the re
ports made by such banks, banking
companies, anil savings banks to the
legislatures or officers of the different
States and Territories. And where
such reports cannot be obtained, the
deficiency shall be supplied from such
other authentic sources as may be
available.
Sec. 2. That, in order to carry the pro
visions of the first section of this act
into effect, the Comptroller of the Cur
rency is-here by authorized, if it should
be necessary, to employ one clerk of
class four, who shall be apjiointed by
the Secretary of the Treasury in the
manner now provided by law.

AN ACT to remit the excise taxes upon
alcohol used by universities and col
leges scientific purposes.
Be it enacted by the Senate and House
of Representatives of the United States
of America in Congress assembled, That
the Secretary of the Treasury be, and
he is hereby, authorized to grant per
mits to incorporated or chartered scien
tific institutions or colleges of learning
to withdraw alcohol in specified quan
tities from bond without payment of the
internal revenue tax on tho same, or on
the spirits from which the alcohol has
been,distilled, for the sole and exclusive
purpose of preserving specimens of an
atomy, physiology, or of natural history
belonging to such institutions, or for
use iu any chemical laboratory of such
institutions: Provided, That application
for permits shall be made by the presi
dents or curators of such institutions,
who shall file a bond for double the
amount cf the tax on the alcohol to be
withdrawn, with two good and sufficient
sureties, to be approved by the Com
missioner of Iuternal Revenue, and
conditioned that the whole quantity of
alcohol so withdrawn from bond shall
be used for the purposes above speci
fied, and for no other, and that the said
presidents anil curators shall' comply
with such other requirements and reg
ulations as the Secretary of the Treasury
may prescribe. And if any alcohol so
obtained shall bo used by any officer, as
tfforesad, of such institutions for any
purposes other than that above speci
fied, then the said officers or sureties
shall pay the tax on the whole amount
of alcohol withdrawn from bond, to
gether with a like amount as a penalty
in addition fiereto.
