On an amendment of Senator Rotnn-
won to amend sections 32 and 37 of the
hill. Wy adding a proviso that the coni-
mi-sitnei-s n my. in their UisereTion. ai
low sheriffs ami tax collectors to receive
school claims in payment of county
taxes, and that thev he alloxved by the
treasurer. Mr. Mehane, of Rockin-'ham,
saiti that the etfect of this amend
ment, if adopted, would le to einast-u
late or u nder nugatory, the best fea
tures of the Will; that he had carefully
iliawn section 3'2. as a member of the
committee, ami that the bill was not
one for the protection of sheriffs, but
for the relief of the poor school teach
ers, and more than that, for the eleva
tion of the standard of common schools.
Our yood old State, robbed as she had
lec it of her school treasure, now doled
out at lest a mere pittance, and that
pit tan e, under the operation of the
present law, went for the most part.as he
was informed ami believed, into the
hands of the court house nns of not a
few counties in the State. The commit
tee offered a bill which would effectually
stop the present disgraceful traffic in
school orders: ami liow.it- may be asked.
Why. by not only requiring the sher

laws required Wut by enforcing that
provision by imiiosing severe penalties

the bill to repeal chapter 84. public
1 iws of I S74-"T.". in regard to the rate
of interest, known as the usury law,
was taken up.
The bill repeals the present law and
lives the legal rate at km-cent, though
per cent, is allowed by special con
tract. The penalty is the forfeiture of
the entire interest. The bill is a Sen
ate one autl was reported faxorably up
on by tjie committee on Finance.
Mr. Singeltary took the floor in oppo
sition to the passage of the bill and en
tered into an elaborate argument. He
regarded all attempts to interfere with
the present usury laxv as a strike for
much higher rates of interest, and ad
verse to the best interests of the w hole
people.

the e om-hisiou of the jury packing mat
ter. Promptly at 10 o'clock, Judge
Schenek took his seat on the bench, and
the case, that of Joseph A. Haywood
vs. .viarceiiu Kogers. was canea, ana,
the defendant, through his counsel,
Messrs. Bu-bee & Busbee, filed an affida
vit denying any collusion with Magninin
the seiet tion of the jury. Defendant's
unse! statetl that the jury, having
heard the discussion as to the manner
l it- selection, had been so prejudiced
that they would be afraid to render a
v erdict for the defendant, and he would
t he re fore consent that the motion for a
continuance should be granted.
The case was about to end there,
xx hen Col. Ed. G. Haywood, counsel for
Magnin. retpvested that the counsel for
Rogers should read Magnin's affidavit,
as part of the ease. The affidavit denied
the charge of corruptly and fraudulent
ly packing the jury, and stated that if
h. had snrled or shrugged his shoulders
at Rogers :ie has done so unconsciously.
Magnin set forth in his affidavit that

Meeting of Trustees.
The trustees of the University held a
meeting yesterday afternoon in the ex
ecutive office. The attendance was
quite large. The reports of the Presi
dent and Treasurer of the institution
were receix-ed. A resolution was pass
ed providing for one straight session
during the year, the whole vacation to
be in the summer. Gov. Vance was
chosen to deliver an address at the next
ter and work of the late Gov. Swain.
Colonization. '
Ihe Court House was crowded last
night with colored people, who assem
bled there to consider the question of
colonization, and to unite in a petition
to Congress- to appropriate terril -ry
for them where they might go and live
to themselves, or else furnish tlu in
transportation to Liberia. Several
speeches were made in favor of the col
