A gentleman informed a reporter yes'erday that on Haw River persons we e destroying great numbers of fish by the explosion of charges of dyna mite in the river. The mode of pro cedure is to bait a portion of the river Bi as to lure the ti.h thereto, and un der the bait to put a cartitridge of dynami'e, which is one of the most powerful explosives known. When the lih are gathered together, the car t i'lge is exploded, and the force of the concussion kills all the fish, both great and small. These rise to the surface and re taken. This mode of killing fish is reprehensible, as all are killed, t ie old flh aud the fry and it should Le pu. a stop to. The Firk Cisterns. The contract fir building the five tire cisterns which wa recently ordered by the Board of Aldermen, has been awarded 'Messrs. Whitelaw and Campbell, who will do ti e work both speed dy aud well. This I ill was referred to the Judi ciary Committee a few days since. They reported it back to the Senate with a recommendation that it do not pass. The bill called forth one of the most spirited debates of the session, lasting nearly two hours. A number of Sena tors participated pro aud con. Mr Henderson offered au amends ment to the original bill, which was defeated by a vote of 34 to 8. The bill was then put upon its seo ond reading. Mr Everett called for the ayes and nays, and the bill passed second reading by a vote of 35 to 8. Mr Robioson moved to suspend the rules and put it on its final reading. Carried. The question of the appointment of a oode commission to revise the lavs of the State, which was so thoroughly and lengthly discussed yesterday, came up agaiu and drew the fire of the members right and left, as before. Mr Vaughau offered an amendment to strike out the Governors appointive power, and so leave the bill as to let the Legislature appoint. Tnjs ameudmeut was voted on aud lost. Mr Powers moved to amend by giv ing the Suoreme Court the powj to appoint. Lost. Mr Atkinson offered an amendment that no monies shall be drawn out oi the treasury for auy work on printing of any thing under this act, until the next General Assembly shall author ize the same. This was adopted. Mr Carter, of Buncombe, offeied an amendment that the 300 oopies pro posed to be printed for the use of the uext Legislature, ba stricken out and the revival presented in manuscript L'jst. An amendment by Mr Norment that unless lawyers and clerks of courts purchase a copy in 00 days alter its publication their fees shall cease, was adopted, amid much laughter. Mr Turner offered an amendment providing for only one commissioner, which was lost. An amendment by Mr York that the General Assembly shall elect, then passed by a vote of 54 to 49. The bill was then put upon its third reading, as amended, aud the ayes aud nays called when it failed to pass. A motion to reconsider was at ou e made, and ordered to be put ou the journal, so that the bill will coma up again to morrow. APPOINTMENT OF COMMITTEES. Thpre, are a cood many reasons which may help to explain what is, at fiirst 8'ght, the extraordinary fact that bodily health is only just coining to take a first place among the objects of a reasonable man's interest. Oi course the methods of healing sickness have nlwavB attracted a l.iifee measure of attention, because downright sickness is disabling iu a way mat is io piaui and irresistable to be overlooked. Everybody will do his bast to get rid ol pain when it is on him. But the con ception of health is something much more than the absence of a prostrating or umistakable disagreeable malady is considerably slower in making way. When Lord Stanley ta'ks about health being "the state in which existence itself is felt to be an enjoyment in which all simple and natural pleasures are appreciated, and the lit tle every day anxieties of our business sit lightly upon us," his definition seems i nwre cummin place truism. Nobody could reasonably maintain that health is anything short of this. B it there are uncommonly few people that iu practice, they make the attain ment of this blos-ed state such an ob ject as they unquestionably would if they fully ealized its blessedness.
