I will simply take the late government of South Caroli na or Louisana, or of other States un der rule simdar rule, and de scribe it in language that Mr. Blaine may himself select. When he has told his history I will ask him whether he would willingly as a patriotic American, desire to see his- own S:ate or any other of the free Slates redaoed to such a level? I am not afraid of bis answer, or that of any man who has been bred under tbe traditions of a virtu-ms civilization. Then I will s? to him: This, it is true is a painful result; bat when you put the baHot dB the hands of an ignorant majority as a meanB of education and progress you must be patient while they learn their lessn. Wo of the South have borne all this bee i use that we knew a reaotion must come. It has come. I am of the opiuion that to make the neia a free citizen it was neceseavy tiret to take him from the paity which claimed his vote .a absolutely as his master had claimed his labor. Th next step will be to take him as a cla-s from either party, and allow him to difer and divide jut as white men do. 1 lie Asaeltratei. Kt'onom!st. The various billi which have been before the Legislature proposing to en large tha jurisdiction of magistrates have not-mt with the popular approv al that was at first anticipated. At first view the tendency of opinion was in favor of transfering much of the criminal work of tbe courts to the bands of the magistrates on the grouad that it would sive- expense, as it do ik; less would. But she sober secoud thought has given a different direction to public sentiment. The chief objection seems to be that the arm of criminal justice would be weaked by transferihg the punishment of crime from the cir cuit judge to the local magistrate. The law requiring the rotation of the judges was to remove tbem from the influence of looal associations. The transfer of criminal jurisdict'on froai the judge to the magistrate would encounter tbe very difficulty that oausxi r.'i ' rotation of the judges. While a la v enlargiog the criminal jurisd ctio i in luaistrutes would save expense it would make crime eas er of escape . . a Flight of a aval Oflicer wllla a Young ISaltlmore Ciirl.
