NIGHT SESSION. The Senate again met at 7J o'c'ock. THE STATE DEBT. The special order was at once pro ceeded with, the Senate bill to com pound, commute and settle the State debt, the question being on the third reading of tne bill, considered by fcs?c tions. On motion of Mr. Mebane the first section was amended by excluding the bonds issued for the construction of the North Carolina railroad so that the section prescribes as the first clis of bonds propo8d to be commuted at 40 per cent, all bonds issued pi ior to 1861, except those known as construc tion bonds of the North Carolina Road. Mr. Aenderson moved to amend sec tion four by providing that all bonds exchanged for the new bonds shall be surrendered with all the coupons at tached. Adopted, aud the iouith sec tion was then agreed to. Sections, 5, 6, 7, 8, 9 and 10 were t? greed to without amendment. Mr. Henderson offered an amend ment, the objeot of which, he said, was to make this compromise a finality. He moved to strike oot the entire sec tion. llea believed the limited com promise heretofore offered was fatal to it. He desired this ode to remain open for a hundred' years, if nrc. ssriy, and if the ere iitors failed or refused toctwne in they could stay out. They ceitainly co rid not begin to draw interest till thry made the exchange. Rejected, and the section agreed to without amendment. The remaining sections of the bill from 12 to 17 inclusive were then agreed to without amendments, aud the questiou recurred 6a the bill as amended. There was q'lite a lengthy discussion after which Mr. Everett moved th previous question, which was agreed to and the bill then passed its third reading and was ordered to be en grossed and sent to the House.
