Britain,' ;He de precated exhibitions of sectional , feeling, and did not believe that the country, ,c0aTd be prosperous so long as the .Did conflict between the North and South is used at each recurricg Presidential election as an in Btrumentality of party success. - - t ' Mr. DaviB, of Illinois, followed . in fa vor of the pending bill, In the course of his speech he said that no man loved Mr. Lincoln better or honored his memory more than I do,' nor' had any one greater opportunities to learn the constitution of his mind and character, and bis habits, of thought. He was large -hearted, wiser than those associated with him, full of sympathy for struggling humanity, without majice. with charity for erring men, loving his whole country with a: deep devotion; and intensely anxious to save it. Believing,' as 1 do, that be was raised up;by .Provi dence for the great crisis of the war of; the rebellion, I have equal belief, bad he lived, we would have been spared" much of the strife of these latter days, and that; we would be on the high road to prosperity. Such a man, .bating all forms of oppres sion, and deeply imbued, with the princi ple that induced men of 76 to resist the stamp tax,- would never have willingly en-4 trusted power to any one, unless warwas flagrant, to send troops to overt ee an elec tion. v, :,- - T;;-:j j ", Mr. Allison addressed the Senate in op position to the bill. . 1 t Houss. The House having dispensed with the reading of yesterday's Journal, resumed the consideration of the subsidiary silver coins bill. ; ; : jir. unutenaen oi new xors, made a brief statement in favor of ; the bill, i and the House proceeded to vote on the amend-' ments. j An amendment was offered by Mr. Gil lette of Iowa, for the redemption of the subsidiary silver coins in paper fractional currency of 10, 25, and 50 cents, which currency shall be legal tender to the amount of ten dollars. " 1 . - Mr. Stephens, who had charge of the bill, said that personally he was in favor of the amendment and that the subject was before the Committee on Coinage, but that he did not want this bill encumbered with it. Upon this representation Mr. Gillette withdrew the amendment. - , . An amendment was offered by Mr. Newberry, of Michigan, requiring j small com (cents, three, otnts, &c) to be received at postofllces for postage on stamps . in sums not exceeding three dollars. After a discussion the amendment was agreed to. The' House ' has passed the subsidiary silver coins bill. The bill as passed, pro vides that silver coins of smaller denomi nation than one dollar may be -exchangeable into lawful money when presented in sums of twenty dollars; makes lawful money exchangeable into silver coins in like amounts; makes subsidiary silver coins a legal tender for all debts' public and jpri vate in ' sums not exceeding twenty dol lars and makes minor coinage receivable at postoffloes to the amount of three dollars. The informa tion consisted of live separate counts.' The first four counts charged.thatTTranejrfers, with other persons unknown, conspired to prevent Fred Nix, colored, and., others who were qualified voters, from meeting peaceably in consultation in respect to pub lic aflairs and the immunity granted to them by the United States. The fifth count charged that T. Tranersera .conspired to ln jure and oppress Nix . in the. exercise of a right to vote at a federal election on account of his race and color. ; ? ' . The first four counts of the Information, the Judge held could not be maintained because they contained no allegation that the parties alleged to- have beefe interfered with had been molested on account of their, race or color. The fifth . count; he said, while it charged an offence under, the Statute that is the right to vote at an elec tion without distinction of race or color, there had been no proof offered to sustain.' The jury, accordingly, brought In. ver , diet af hot guilty. . j -c-; United States District. Attorney A. Northrop then, to the surprise of the vast audience in the court room, moved to con tinue all the political cases until , the text November Term of the Court, and stated as his ground for making such a motion, that it would be impossible, after the 'rul ing of the Court just made, and in conse quence of the time already ooMumed, . in dilatory motions on the part of the i de fence to proceed wiih the trials without an enormous expense to the Government.
