Washington, May &-Horj8B.--Mr. Davidson, of Florida, called attention to the speech of Mr. Kussell, of North Caro lina, as printed in the Record, though not delivered, and pronounced some of its statements as wholly and absolutely un true. He added that the flippant manner 'in which members charged -fraud on others was altogether, unbecoming the' station which they occupied. To which Mr. Iieed, of Maine, responded sarcastically, . At the expiration of the morning hour the House resumed the consideration of the bill reported from the Coinage t Com mittee amending the Statutes relating to coinage and coin certificates. Mr. Warner.of Ohio, offered an amend ment providing that gold and silver bullion which shall become the property of the Government by the return of the certifi cates to the Treasury in payment of dues thereto, shall be coined and paid out the s;ue as other money. He made ,an argu ment in support of his substitute, after wlrich Mr. Claflin, of Massachusetts, ob tained the floor and the House adjourned, whereupon a Democratic caucus was an nounced to be held forthwith. The House De mocratic Caucus Committee met this morn . iog and it is understood agreed upon meas ures to be submitted to the caucus, if concurred in by the Senate Committee, which under the title of a bill to prevent military interference at the polls, consists of the sixth section of the vetoed army appropriation-bill, with the wordscivil oliicers stricken out, and a proviso added that nothing in the bill shall be construed , as preventing the use of the army to en force the process of the U. S. Courts or to put down resistance against the United ytatea by armed meny The Democratic members of the House to-day held another caucus, and after an hour's deliberation, definitely determined their liue of action in tegard to the army appropriation bill, aad agreed upon ' the exact terms of the measure to be separately pts3ed in lieu of the sixth section pit be lug also agreed that all consideration of the remtimlfcr of the bill shall be deferred until this independent political measure shall have been acted, upon by the Presi (K'ct. Among the titles suggested were the following: A bill to protect the ballot box from military interference ; a bill to prevent the army and navy from interfer ing with the freedom of elections; a bill to prevent the control of elections in Slates by the army and navy of the United States ; aud a bill to prevent the use of the army at the polls and to promote the free (loin of elections. It is understood that the title finally adopted is a bill to prevent inter ference by the army with elections. The action taken by the caucus is substantially in accordance with an amended report presented to day by the committee, to whom the whole project was recommitted yesterday. The proceedings are said to have been characterized by a spirit of har mony and good feeling. XUo South Amcrlcau War. Panama, May 3. The Lima advices of the 9th ultimo say the greatest en thusiasm was manifested by all, classes of people on the reception of the intelligence that Chili had officially de clared war against Peru. On receipt of the news fro na Chili, M. GodOy, the Chi lian Minister in M ma, demanded his pass port from the Peruvian government, de claring that his iffission bad terminated, and in spite of the assurances of the au thorities that his person would be held inviolate, .he decided to repair on board , of the U. S. steamer Lackawanna, where be still continues. The President, on the 3d, issued a decree declaring the Republic in-a state of war with Chili. General Daza, President of Bolivia, was telegraphed to as soon as news reached Lima of the action of Chili, and is now en 'ratus to the coast, via Corocoa and Tacha, ' wi?,a 5,000 well equipped troops.' Bo livia, it will be remembered, consented to await the result of Peruvian attempts at '-. mediation until that proved unsuccessful,1 and she could, of course, take no active measures. Freeman, the Adventist of Pocasset, who murdered his five year old child on Thursday, was ar raigned at Barnstable to-day, in company with, his. wire. The main build ing containing the machine shop and pat -tern rooms of the Pacific Iron Works was destroyed by fire this morning. The build- ng was a two story structure, and con tained a large amount of valuable ma chinery. The lass is estimated at $75 - 000. Insurance. $10,000. It was proba- bly of incendiary origin. -. Washington, May 3 The House Com mittee on Agriculture took up for consid eration a bill introduced by Mr. Uiorell, of Tennessee, repealing the tax on tobacco in the hands of producers: and after some discussion,; appointed a subcommittee consisting of Messrs. Dibrell, Hatch, Henry. Gottschalk and Anderson, to con fer with the Commissioner of Internal Revenue oh the subjects contained therein. and report at a future meeting.
