The report of Captain Perry Garst. of the battleship Rhode Island, on the grounding of that vessel on York Spit recently had been received at the Xavy Depart ment. It shows that the cause of the accident was an error of judgment and Captain Garst has suggested a court of inquiry, which has been ordered.
