The President's Message
The President has finished his first message
to Congress and the gist of it was made pub
lic early last week. It deals exclusively with
the trusts, as Mr. Taft still holds his faith in
the report of the tariff board which will be
made early in December. At least that is
the ostensible reason, though the Democrats
are inclined to the belief that the President
intends to let the tariff strictly alone, trusting
to make the trusts the principal issue of the
coming campaign.
