That the general assembly should adopt a . joint resolution in order to take advantage of the provisions of the Smith-Towner educational bill, about to be enacted by the national congress,, is the suggestion made by W. Lawrence Marshall, Charlotte at torney. Mr. Marshall calls attention to the fact that around $50,000,000 is to be distributed annually, under the enact ment, and that this distribution is to be made, in part at least, oh the per centage of illiteracy. Censorship Fight Is Warm. Proponents of a state censorship of moving pictures won the initial skir mish before the legislature when the senate committee voting seven to six and the house committee 14 to 11, re ported favorably the McCoin-Varser-Matthews bill. The result was suprising but it is not believed by friends of the bill that It foreshadows the final result when the measure comes to the floor for is This matter provoked a stronger contest than was anticipated. Stock Law Bill Passed. , Matthews of Bertie fought a losing battle with Murphy of Rowan and tha house successfully declined to allow the statewide stock law bill to go to 'a vote of the people in the territory 'involved, except any county from the j provisions of the law, or to kill the 'law nutrierht. Stock law is an 5tual- ity in every county in eastern North uaroima. , ... And with the passage of the act, the house put behind it all thought of cattle ticks and sacred scrub heifers for the term, and no more, by com mon consent, will be said about eradi cation. The house had already killed eradiction overwhelmingly, and no note will be taken of the senate's en actment, other than to table the meas ure when it is reported over. Appropriations of $5,850,000 for per manent improvements on a .five-yaar rm!?rnm instead of tb.3 recommend a- tion of the Budget Commission for $995,000 on a two-year uaais, was strongly urged by friends of the Uni versity of North Carolina at a hearing before the full committees on appro priations of the house and senate. Two Unfavorable Reports. - ! The house committee on proposi tions and grievances ordered an un favorable report on the traveling men's bill regulating - rates to be charged at hotels by a vote of ten to sfx. The "anti-tipping" bill was also reported unfavorably. Educators Swamp Committee. Train loads of educators from Char lotte, Greensboro, Asheville, Wilmin ton and other big towns in the state swamped down upon a legislative committee and made an impressive plea for twenty millions . for higher education. , , Captain Bob Williams, of Asheville, and Mrs. Chas. C. Hook, of Charlotte, were easily the strongest proponents of the bigger program. The hall of the house was packed almost as tight as it was during the censorship fignt of the afternoon. Good Road Bill Passes House. , , The Doughton-Connor-Bowie good roads bill providing fpr a statewida system of modern highways passed its final reading in the lower house of the general assembly by a vote 01 luz to 11. - The .yote .was taken after a joint session which convened, to hear an address by Thomas Dixon and the re sult was announced by Representa tive Exnm Clement, of Buncombe county. That Joseph Daniels, secretary of the navy will engage in chautauqua work following his retire ment from the cabinet is indicated in receipt here of the program of the Red Path chautauqua, which will be here for six days beginning May 16. Mr. Daniels is programed as one of the principal, lecturers. The buffalo herd on Mount Pisgah preserve has been augmented by the arrival of Daniel Boone II, and two buffalo heifers. The new arrivals came from the Austin Corbin herd in New Hampshire, shipped by express to Hominy station, from whence they were hauled in wagons up the moun tain road to the park. The college authorities also an nounce that the literacy address on May 24, is to be given by Governor Cameron Morrison,, the progressive governor of the state. Dunn. Approximately $50,000 a year will be provided Harnett county for road construction and mainten ance if a bill now before the legisla ture is adopted. The bill has been ntroduced by Representative N. A. Townsend. Action is being held up until Mr. Townsend can be informed as to the will of the people in the mat ter. s A tax of one-fifth of one per cent, or 20 cents on the $100 in taxable wealth of the county, is proposed in the bill. Wilmington. Incorporation , of an ad valorem tax of five cents for state purposes in the revenue act pending before the leg slature is in direct con travention of the pledges made by the democratic party during the recent campaign ,the executive committee of the Wilmington chamber of commerce declared, in a strongly worded peti tion. Wilson. Wilsonians are proud of their colored people, some of whom are among the thrift est in the South ern States. The . Commercial bank of Wilson, chartered with an authorized capital of $50,000, is now an assured fact, and the home of the institution will be ready by the last of March. Mount Airy. On March 2 all alum nae, alumni and former students ol North Caroliria Methodist insttiutions and all Methodist graduates and old students of other institutions, are in vited to Mount Airy to participate, in a. district wide educational1 gathering. Jones, attorney rep-. resenting users of Southern Power company electric power has returned from Raleigh where he had gone in the interest of users of electric power. The bill prepared by Mr. Jones and already introduced in the gen eral assembly would hold the South ern Power company to its -original contract in the event the corporation commision grants the increase asked for by the Southern Power company. S. train ing camp corps for ,women to be held in this city next summer, has announc ed plans for a gigantic pageant to be held as one of the features of the 1921 encampment. Miss E.
