We have been favared by the Publisher, with the first number of a work, entitled " Journal of Prison Discipline and Philanthropy" published at Philadel phia, under Ihe direction of a Society, established to alleviate the miseries ot Public Prisons. It is pub lished Quarterly It is to promote the cause of humanity, and not with a view to profit, that the Journal has been un dertaken and the subjects todv; treated of, are of deep import to all who are engaged in Government, well as those who are concerned for the welfare of tbeif fellaw men. Correct legislation is the result of enlightened and liberal views, and it pertains pecu liarly ta the Legislative and Executive portions of the btates, to encourage the spread of sound principles ; and a is to be hoped that their aid may be success fully invoked, in sustaining and placing in the hands of Officers of Public Institutions, a Journal devoted to the objects contemplated. All experience shows, that as the public mind be comes enlightened, the rights and claims of our fellow-men are better understood and respected ; and the precepts of the Gospel, which enjoins " hu Wsnify and Undnenit," are the basis of all true repen tance, so should the grea t object of Prison discipline (njxt to the protection of society) be, to advance that ytem which will tend most effectually to the refor- matioa and restoration of offenders.
