' GOV. VANCE'S MESSAGE. ( We devote a good deal of our apace to f dy to Gov. Vance'a Message. . It ia rather long, bat considering the present position of tSihs, and the many important subjects to be acted upon and disposed of, could not, perhaps, well have been shorter. Hia rec ommend ationa will meet . with tho assent of the people,-always saving and excepting the speculators and extortioners, who will not reluh-theidea'cf forking up in the way of " taxation some of their ill-gotten gains. .It vill be very hard, however, to catofi a great many of these , fellows. We have very little doubt that the Yan v0. niiVa x desnerate attempt to take w a Richmond this winter. Not only does the nmntil of McClellan for not moving fast enough indicate this purpose, but it i9 shad owed forth by the temper in which the Black Republicans have received the result of the recent elections. This purpose is, if they can, to finish the war by subjugating the - South, and carrying out all their diabolical schemes emancipation, confiscation, &o. before the next Congress meets and the Con servatives come into power. Neiiher the weather, the condition of the roads, nor any otbr obsuole, will bo m- ple for Burn aide if he fails to advance. He must ."on" towards Richmond, or incur the fate of McClellan. THE NEW SECRETARY OF WAR. We learn from tbe .Richmond papers that the appointment of Secretary of War has been tendered by the President to the Hon. James A. Seddon. Mr. Seddon is a gentle man of fine talents, but unless his health has in late years undergone a great change for the better, we should think the duties of the War office at this time would be a great deal deal too laborious for him. DEATH OF BALIiARD PRESTON. The Hon. William Ballard Preston died at his residence in Montgomery county, Vir-. ginia, on Sunday last. Mr. Preston was along time in puhlio life. He served for years in both branches of the Legislature of Virginia, represented bis Dis trict one term in the Congress -of the United States, was Secretary of the Navy under General Taylor, was a member "of the late Virginia State Convention,' and at the time of Ms death was a Senator, of the Confede rate Congress. THE FEVER IN WILMINGTON. There have been no new oases of fever in Wilmington since Monday. The , Journal says there has been no instance in which a returned citizen has taken the fever sinoe the frost. But still the Journal does not advise absentees to return just now ' - ; SAXT. Mr. Peebles introduced a bill, to exempt per aona, over 45 years of age, from militia duty. Palmer, Principal of the Institution for the Deaf and Dumb and the Blind, were put in nomination. The vote was taken, and Mr. Palmer received a large ma jority ; but before the vote was announced, it was stated by' Messrs. On the next morning Morgan made a dash on Wood's camp, eight miles from Lebanon, and cap tured thirty of our men., On the morning of the 9th Parker's Brigade entered Gallatin, and encountered 800 of Morgan's men. - - j. ; He captured twenty of them, and one piece Of artillery. : ' All of Morgan's cavalry joined Breckinridge at Murfreesboro', and it is supposed bad left for Chattanooga, whither a large Rebel force was going- It is reported that an immense amount of Rebel arms ana supplies have been collected opposite Chattanooga without facilities for transportation across the river. . Reports place Breckinridge's force at 20,600. Cheatham's force is reported to Be at Taliaboma. FROM FREDERICKSBURG. Oar advices from Fredericksburg are to noon of yesterday. The intelligence from that quarter is of a highly important and interesting charac ter, but most of it not proper for present publica tion. There has been no cannonading on either 6ide since Monday night, but the enemy has been busy putting cannon in position on Stafford Hills, opposite the town and for a mile above. The lournevmen shoemakers of New York have formed a protective association, for the pur pose of securing higher wages, as they, are unable to support themselves ana lammes, in consequence of the high price of provisions, &c., on the remu neration they now receive. The weighmasters' men and masons are . about to take similar steps. The men in the gas houses have also demanded higher wages, which will probably be given thsno. Thelioetlers in the employment of the' Second Avenue Raijroad Company in New York, struck for higher, wages on Tuesday, and arming them selves with'clubV assaulted a number of Jaborers, who refused to join in.tht movement.- Tta police promptly arrested five of ihe ringleaders. .The accused were locked up for the night, which had the effect of putting a stop to ary further trouble. -The journeymen coopers of B slon have held a meeting, and, resolved to nUe their wages from $2 50 to $3 per. day. .Tbe employers retuaing to' pay the advance, a.
