We can not believe that tiny sensible man would willingly subject himself to 'such humili ation. . It is a most dangerous error to rest upon the hope that the next Congress will modify the test oath so as to accom modate gentlemen who have occupied a position nosuie 10 tne government. The telegram above referred to may very pro perly be considered a fair index to the policy of the administration in this re gard.
