THE ENTERPRISE," NEWTON, N. C. NEW LAW'S AND CHANGED LAWS. The act to raise revenue makes some changes, a note as to which may be more easily understood than the whole law would be. The poll tax is reduced from SO to 72 cents. That on real and personal property, mono-?, credits, investments in bonds, stocks, joint-stock compa nies or otherwise, is reduced from 20ii to 24 cents, to be applied as fol lows : 12 instead of 14$ cents to the general fund ; G in place o4 0 cents to t lie. insane and deaf and dumb and blind asylums ; G cents as heretofore to the penitentiary. The lax on billiard saloons is as heretofore $20 on each table, but hereafter every placo where liquor is Bold. is considered a billiard saloon. 'Retail liqudr dealers &ror-V7 monthly license tax of $5.00, instead of 3.00, as now; and retailers of malt liq uors only 83.00, instead of 81.50, as now. And "any grocer, druggist, dealer or oilier person who shall sell spirituous or malt liquors, wines or cordials, in any quantity, if the same or any por tion thereof shall at any time be drank upon the premises where such liquors, wines or cordials arc sold shall be con sidered to bo a retail dealer within the meaning of this section." The merchants' "privelego tax" is changed by repeal of the 85.00 item. Every person or company running sleeping cars upon any railroad in this State is to pay 850 yearly for every car so run, and shall make returns arid pay to the State treasurer. Pen alty fur non-compliance, 82,000. Tobacco warehousemen, instead of a license tax of 850, aro to pay 315 and 1 per cent, on gross amount of their commissions on all sales of to bacco, in excess of 300,000 pounds. Any merchant, dealer or agent sell ing sewing machines shall pay a tax of 810 in each county, but tho pay ment of a licei.ee tax of 8200 to the State Treasurer will enable any per son, company or manufacturer of sew ing machines to peddle them in any county, employing any number of agents, free of county or municipal tax. A peddler's license tax of 810 is hereafter good for a year instod of six months. Itinerant lightning rod men are to pay 850 instead of $10 for each coun ty. Drummers are to pay 8100 annual ly instead of 850. Tho liquor deal ers' drummers are to pay $200. Marriage licenses are reduced from $1.00 to 50. On February 27, 1870, it was enact ed that the children of colored pa rents born at any time before the first day of January, 1SG8, of persons living together as man and wife, aro legitimate children of such parents or either one of them, with all the rights of hcirs-at-Iaw and next kin, with re spect to tho estate or estates of any such parents, or cither one of them. From the same date it has been lawful for any clerk of a court of rec ord in any other State to act as a commissioner of affidavits and deeds, exercising the same powers as hereto fore granted to regularly appointed commissioners for the Slate. It is alleged in tho preamble to an act to regulate man iageuble kinship, that "many persons in this State, in estimating what degree of kinship is nearer than first cousins, compute kinship by the half-blood as being on ly half so near as the same degree of kinship by the whole blood." Where fore, on February 27, 1879, it was enacted that "hereafter, in this State, whenever the degree of kinship shall be estimated with the view to ascer tain tho right of kinspeoplo to marry, the half-blood shall be counted as the whole blood : Provided, however, That nothing herein contained shall be so construed as to invalidate any mar riage heretofore contracted in case where by counting the half-blood as the whole blood the persons contract ing such marriage would be nearer of kin than first cousins; but in every such case the kinship shall bo ascer tained by counting relations of the half-blood as being only half so near kin as those of tho same degree of whole blood." An act to provido for keeping in repair the public roads of tho State makes the Justices in each township a body corporate styled the "Board of Supervisors of public roads." The first meeting is to be held on tho first Monday in May for election of a chairman, to servo until the first Mon day in February, 18S0, the time for subsequent annual elections. The board is to meet on tho first Monday of February, May, August and No vember, to consult on tho condition of the roads, having in tho preceding week gono over and personally exam ined them. At the May meetings overseers shall be appointed for sec tions then laid off, and hands allotted to them and their field of work as signed. Three days of work in each year is the portion of every able bo;lied man between 18 and 45, tho supervisors excepted. A day's work is not less than 7 nor more than 10 hours. One dollar a day or an able-bodied substi tute will excuse service. Failure to work or to pay is a misdemeanor which will cost 82 to 85 or five days im prisonment, or both fine and impris onment as the court may direct. The overseers are to make quarter ly reports under oath to the Boards of the condition of the roads, number woiking, number failing to work and whether delinquents paid their dollar; those failing to work or to pay to be at once warranted and tried. At the February meetings of the Boards, the overseers are to make report of all monevs collected and file statement of manner of expenditure. Failing to discharge these duties is a misdemcan or, for which overseers are to bo war ranted and fined 87, which and the costs not being paid five days' impris onment results. The supervisors aro empowered to lay out and discontinue cartways ; tho eouuty commissioners to lay out and discontinue public roads, under exist ing rules, except that no more than five jurors may be summoned to as sess damage to property. Tho super visors, also, are to make annual report, at the first td'in of the Superior Court for their county after the first Mon day in August, of tho condition of the roads and as to tho discharge of tho duties assigned. Failure to do so is a misdemeanor, and the penalty is fine or imprisonment or both, as the Court please. This law as ratified on March 14 ap plies to the State, excepting the coun ties of Alleghany, Ashe, Alexander, Watauga and Mecklenburg. Ralevjh Observer. The Methodist Church owns more property than any other denomina tion in tho Union, that sect having 800,854,121 invested in churches. The Catholic Church comes next with $G0-, 985.5G3 ; then tho Presbyterian Church, $47,828,732 ; tho Episcopal, $30,514,549 ; Congregational, $25, 0G9,G98; tho Baptist, $39,229,221.
