Julian H. Scarborough, general

"Two years ago," said Mr.

them had lived their whole
lives, seemed inevitable. They
appeared to be helpless victims
of an economic depression un
paralleled in the history of this
country and from which the
farmers have been among the
greatest sufferers.
“Over 50,000 farmers in the
four states comprising this dis
trict have secured loans from the
Federal Land Bank of Columbin

since June 1, 1933, totaling
over $80,000,000. They used 83

“The bank not only made new
loans to farmers to enable them
to refinance their debta at a low

years but also extended past due
debts to It to thousands of them
who were unable to meet their
payments, and reduced rates of
interest on mortgages already
held to 4 1-2 per cent per an

July 11. 1938.
“The loans have been made in
such manner as to make it pos

of the products of the mortgaged
property. With the reduction of

bank participates fairly in all
marketable crops grown on lands
mortgaged to the bank, the farm

"The situation confronting the
farmer-borrower this Thanksgiv

that which confronted him two
years ago. Then he could see no
chance of working out from und

pushing him and in many in
stances threatening foreclosure.
Today his debts have been refi

can meet. To meet them will re
