That proved to be a flash in the pan when it became evident that administration leaders would not along but it has compli cated the tax bill situation so that no one can guess what will hap pen. The Rhode Island Upset The Rhode Island election brought home to administration partisans, who have been some what skeptical about the tales of rebellion on the Atlantic coast, the realization that there might be something in those stories. Strip ped of other complications, the Rhode Island campaign was chief ly on the issue of the cotton pro cessing tax under the AAA. Rightly or wrongly, voters in the Rhode Island mill towns blamed the proc^sing tax for the shut- j ting down of many cotton mills.' ‘ To their opposition to this phase of the New Deal was added the vote of the wealthy Newport resi dents, who were becoming nervous over the president’s avowed de sire to impose much heavier taxes on great estates and inheritances. Politicians, being human, al ways try to find a scapegoat on whom to lay the blame for unto ward happenings. In this in stance the fingers of Democratic spokesmen are pointing at Secre tary Wallace. The intimation is that Mr. Wallace, in his public ut terances. has laid altogether too much stress on the benefits to the western farmers from the pro cessing tax, and has been too con temptuous of the tariff on imports, upon which the industrial east so largely relies for protection. The incident, however, f.as served to yStrengthen the belief that a com- bina of west and south against the feast is the best political strat- gey for the Democratic party. Western farmers are assumed to be as unanimously for the proces sing tax as the Rhode Island vot ers were opposed to it. Mr. Hoover’s Bid Mr. Hoover’s challenge to the administration on the constitu tional issue is regarded here as a more definite assumption of lead ership of the opposition than he had previously taken. It is inter preted by most Democrats and a gieat many Republicans as a definite bid on Mr. Hoover’s part for the Republican nomination in 1936. There is, of course, a nat ural desire on the part of the Democratic politicians to force ev ery possible Republican candidate into the opep. It is much easier to throw bricks at a man than at an entire party. But experienced political observers are pointing out that in the past fifty years, with one or two 4xceptions, there has been no centering upon any particular candidate on the part of ■whichever party happened to be in opposition to the existing admin- iatration, until well along in the apring of election year.
