The following of the revised re quirements have PROOF OF NERD. (a) Unless other circumstances require a contj-ary conclusion, an applicant shall be deemed to have established his need of an auto mobile if he shows any of the following, in connection with the specified services: (1) He must travel quickly and would he bettor able to do so by automobile than by any other means of transportation; or (2) He must transport passen gers or heavy or bulky tools or materials: tS) Without an automobile, and using the most convenient public transportation facilities, he would have to walk a total of at least three miles in going to and from work; or (4) Re would have to spend a total of at lea.st 1 1-2 hours.
