Mr. Coates, who presided at
the morning and afternoon ses
sions, gave the background for
the civilian defense organization
at the opening session and ex
plained the various branches of
the defense set-up.
In the afternoon Roy Kane,
co-ordinator of the civilian de
fense organization In Klkin. ex
plained the defense setup there,
and following his talk was a gen
eral discussion of problems which
had confronted civ'ilian defense
councils in the various counties
