Program Chairman Paul Os borne presented Dean Minton, North Wllkesboro high school senior, who gave hto speech, “Five Milestones In American History." He discussed the five outstanding documents In our history: The Mayflownr Com pact: The Declaration of Inde pendence; The Contsltntion; The Monroe Doctrine; and The At lantic Charter. Mr. Osborne then Introduced Col. H. J. Hatcher, of the High way Patrol, who discussed to a most forceful way "Our High way Fatalities." He pointed out that In 1941, 1288 people were killed on our highways, but there have been killed in the first three months of this year 27B people, which indicates we shall likely go beyond the 1941 record. He proposed a flve^polnt pro gram which he hopes to have en acted Into legislation at the 1947 session of the legislature: First, that there shall be a mandatory check on all old cars coming Into our state before they can be put on the highways. Second, That the number of Patrolmen shall be doubled.
