This state ment was made today by Louis H. demerit, manager of the So cial Security Administration field office in Salisbury, N. C. Mr. Clement further stated that another outstanding land mark in our history exemplify ing this American spirit of co operation In critical times Is the passage of the Social Security Act in August 1935, which grew out of changes that tdok place in odr way of life. Our late Presi dent Roosevelt In his message to Congress on June 8, 1934 de scribed these changes thusiy: "Security was attained in the earlier days through the inter dependence of members of fami lies upon each other and of the families within a small commun ity upon each other. The com plexities of great communities and of organized industry make less real these simple means of security. Therefore, we are com pelled to employ the active in terest of the Nation as a whole through government in order to encourage a greater measure of welfare and happiness and does hot indicate a change in values. It is rather a return to values lost in the course of our eco nomic development and expan sion." Mr. Clement explained that the Social Security Act is a founda tion on which we have begun to build this security against risks which very few can meet alone and Old-Age 4nd Survivors In surance does provide some meas ure of protection to people who work on jobs that are now cov ered by this program. The So cial Security Administration, as required by law, makes recom mendations to the Congress for improving and broadening the several provisions of the act. The chief recommendation for the past several years has been to extend the protection to all gainfully employed persons and to-increase this protection a galnst loss of income from old age and death. Summaries of these recommendations are avail able, upon request, at the local Social Security Administration Field Office, Mr. Clement said.
