Spending Money Faster Than Ever RALEIGH?The State of North Carolina is spending money faster than ever before, State Treasurer Brandon Hodges said today. Hodges said his office is handling the expenditure of about $22,500, 000 a month in state funds and about $16,000,000 a month in fed eral matching funds?a total of about $38,500,000 a month. And with the speeding up of the secondary road construction program and the building program at state institutions and the pub lic schools, the expenditures will grow even larger, Hodges added. To operate state government, the state is spending about $9, 000,000 a month for the public 3chools, about $4,000,000 a month for other general fund agencies, and about $8,000,000 a month for highway construction. The federal matching funds are for such programs as unemploy ment compensation, old age as sistance, aid to dependent children and other welfare and health pro grams. To offset general fund spending of about $13,000,000 a month, the state is taking in about $8,000,000 a month, and highway expendi tures of about $8,000,000 are off set by tax receipts of about $5, 000,000 a month. "That doesn't mean we are go ing in the hole that much," Hodges said. He pointed out that the state is spending from surplus funds and from receipts from bond sales in addition to tax receipts. He also pointed out that tax re ceipts are much heavier in some months than others. "With this spending program underway, Hodges added, the state's cash balance which is in vested pending need has dropped about $6,000,000 since July 1, from $167,000,000 to $161,000,000. The spending program is so big, Hodges concluded, that he is faced with the necessity of buy ing a new computing machine for his office. On the machine now in the office, you can't enter sums larger than $9,999,999. Chatham's Cow Sold For $4,000 ELKIN ? "Klondike Poppy" owned by Representative TTiur mond Chatham and consigned by Klondike Farm was purchased by A. L. Brown, of Clear Springs Farm, Concord, at the high bid of $4,000, yesterday at the seventh annual Guernsey sale at the farm. Thirty-three animals, featuring the strain of famed "Langwater Foremost" brought a total of $38-, 425, an average of upwards of $1,160 for five bulls and 28 cows. Foremost Acme Bth's Margue rite, runner-up, consigned by Foremost Guernsey Association, Inc., Hopewell Junction, N. Y., brought $3,200. The sale attracted Guernsey breeders from all over the At lantic Seaboad. George S. Coble, Lexington breeder, bought the top price bull, which was consigned by Klondike Farm, for $2,600. E. M.
