S. Cambridge, Mass., Dec. 5.? Dne of the n&tion's top scientific administrators warned today that Russia will lick the world with >ut atom bombs if Americans jentinue to seek the "patroniz ing favor of a swollen bureau :racy.'? Dr. Vannevar Bush, head of ihe Carnegie Institute, predicted! :hat the Kremlin's leaders would j lestroy the United States "if op-] jortunity is offered." He said the Russian threat' :ould not be met "if we turn! this country into a wishy-washy Imitation o f totalitarianism, where every man's hand is out tor Pablum, and virile creative ness has given place to the pa tronizing favor of a swollen bu reaucracy." Road To Disaster He told a Massachusetts In stitute of Technology convoca :ion that "a people bent on soft security, surrendering their birthright of individual self-re liance for favors, voting them selves into Eden from a suppos sdly inexhaustible public purse . . will not measure up to com petition with a tough dictator ship." But the head of the wartime1 Dffice of Scientific Research and [Development and also the Na ional Defense Research Commit-, ee said he believed "the Amer can people are too tough mind-1 3d to pursue a will-o-the-wisp sver a cliff." ^ However, Bush said, "we can sutpace ourselves, attempt too nuch, and wreck the industry >n which all material progress lepends." "If we go all the way down he path to dependence and ren-j ler ourselves a people fawning 'or handouts on an intriguing pureaucracy, Russia can cease ts building of war machines." le said. "It will conquer the world without them." Bush criticized President Tru nan's recent statement that the lational Income should be raised 1100,000,000,000 to $300,000, )00,000 a year. This could oe lone within a generation with >ut economic dislocation, he idded. "But the President had in nind no such interval," he said. 'He calls on us to move much aster . . ." ?Russia's Potential Power Bush said Russia can build leets of bombers, jet planes, ra lar networks, and guided mis iles: "But," he asked, "can it build 11 these at once, in ample quan ities, in reliable form, operated ty well-trained men of initiative ind resourcefulness?" He said there was no doubt hat. Russia "can build, and is milding a formidable military nachine." "We can meet that threat if ve are strong," Bush said, "we an in fact meet it without war, I or those in the Kremlin recog-j tize strength if they recognize tothing else." ?? o Are You Spoiling Your Child, ?Too much freedom, kindness .nd money can cause your child o build up hidden dislike for rou.
