That the public domain, which was cither
ceded to the General Government by the Old
States, or acquired by the common blood nnd
treasure of all the States, is the common pro
perty of them all, and the proceeds arising from
the sale thereof, or the lauds themselves, should
be equally divided among all the States.
4. That the wasteful and unjust donation of
the public lands to the new States, and the in
creased taxation arising from works of Internal
Improvement in the Old States, imperatively
demand that we of the Old States should insist
upon our just rights.
6. That this meeting will appoint thirty del

adopted, the Secretary then offered, in addition
thereto, (accompanied by some remarks,) the
following resolutions, which w'ere also unaui

Resolved, That we, the Whigs of Randolph,
although favoring amendments to our State
Constitution, do deprecate all tinkering with
that sacred instrument by mere partisans and
politicians ; and being desirous of elevatin" the
question of coustitutional reform above the mire
and filth of party, and recognising the right of
a free people, to amend their constitution as'
they please, by delegates selected for that pur
pose by themselves do declare ourselves in fa

the people for that purpose.
2. That we cordially endorse and approve the
action of our Representatives in the last Legis-

to any amendment of our State constitution by

amendment might be in itself.
