S SOON AS THE NECESSARY AR RANGEMENTS can be made, and I hope to have them completed early in January, 1861, I will commence, in the City of Raleigh, N- C, the publica tion of a weekly Newspaper, to be called the "An Va lorem Banner." It will be published in quarto form, on good paper, and with new materials throughout. The limits of a Prospectus will not admit of my go ing fully into the policy and principles which will gov ern my course as an Editor, and I can new only give the outlines briefly : First. The Banner will be, in many respects, dif ferent from any other -paper published in the State, or the South. About half of it will be devoted to Litera ture of a high order, such as Poetry, Tales, Essays, Biographies, Ae., in which department I will be aided by some of the best writers of the age. The rest of the paper will be devoted to Politics, News, general Miscellany, Ac, tbus combining the advantages of a good Family paper with the political principles ol truth, justice and equality. Second. I am a Democrat one f the Old Guard and under present circumstances a Uinoa man. 1 shall tfcink for myself, and speak what I think, if I so choose, regardless ef threat', cliques, combinations, magnates and potentates. I shall adhere to the great conservative principles of my party and not be se duced by the "zeal without knowledge" of new con verts. A man of venerable appearance, on Thursday last, engaged Library Hall fir a lecture on "The Character of Benjamin Franklin," by Hon. Edward Everett. Large numbers of tickets were sold at the various places designated, and on Friday evening quite a large audience was in attendance at the hall, to enjoy the promised treat; but Mr. Everett did not come, and anxious inquirers learned that the money for the tickets sold at the drug store had been collected by the manypretending to be bis agent.
