AS SOON AS THE NECESSARY AR RANGEMENTS can be made, and I hope to have them completed early in January, 1881, 1 will commence, in the City of Raleigh, N. C, the publica tion of a weekly Newspaper, to be called the "Ad Va lobbx Babbbb." It will be published in quarto form, on good paper, and with new materials throughout. The limits of a Prospectus will not admit of my go ing fully into the policy and principles which will gov ern my course as an Editor, and I can now only give the outlines briefly: Firtt. The Bashkb will be, in many respects, dif ferent from any other paper published in the State, or the South. About half of it will be devoted to Litera ture of a high order, such as Poetry, Tales, Essays. Bioirraphies, Ac, in which department I will be aided by some of the best writers of the age. Fourth While I shall adhere to the old land-marks of Democracy, I shall free myself from that worst of tyrannies party tyranny ;' and shall ever oppose the action of caucuses and conventions when ruled by a minority, and an irresponsible secret ballot, as is now generally the oaso. Fifth. The Baxbbr will speak for THE PEO PLE, and Bgalsit political speculators. It will coun sel union and harmony, and advocate fair dealing and a fair expression of the publio will. Eve ning Journal, the leading Republican pape in New York, in view of the political troubles which have followed Lincoln's election, proposed recently that the republican party ought to make certain concessions to allay the excitement, among others the restoration of the Missouri compromises. Mr. Seward, it is said, also disapproves of the Journals suggestion. Ex-President Fierce has written a letter to a friend, on the national crisis, which is published -in the Washington Constitution. In it he says: "I trust the South will make a large drift upon her devotion to the Union, and be guarded by tho wiso moderation which the exigency so urgent ly calls for. Can it be that this flag, with all the stars in their places, is no longer to float at 'home abroad and always as an emblem of our united power, common freedom and unchallenged secu rity ? Can it be that it is to go down in dark ness, if not in blood, before we have completed a single century of our independent national exis tence? I agree with you that madness has ruled the hour in pushing forward a line of aggres sions upon the South, but I will not despair of returning reason, and of a returning sense of constitutional right and duty."
