Editors: For the first time in my life, though now an old man, I undertake to ad dress, through your columns, a few words to my fellow-citizens, especially to the members of the Legislature now in session. The period has arrived, which-was apprehended by the Father of His pountry, when one section of cm ir country is arrayed against the other, and wo have reason to fear, if something is not done, and done soon, to allay this strife and restore har mony to our councils and our 'country, that we most fall, dugrctfied before the world, as a people glorying in, their civilization, refinement and Christian institutions, and yet unfit to govern themselves, and to agree on the simplest proposi tions of morals and good government. One Bwt,Tatbw one party , has invaded too J rights and privileges "of a section of country to which they were bound, by solemn constitutional obligations, to respect, and, in case of necessity, to defend. This proposition bo ono can denv:. . The aggrieved section, driven tto madness by the continued attempts of this party to interfere with their rights and deprive them of their priv ileges in the Union, are now pursuing a course which must appear rash and cruel to those in the same section, who are' not disposed to act with pre cipitation in a matter in which so much is in volved, not only in regard to themselves and their children, but also to the cause of liberal and free government throughout the world. North Carolina is now so situated that some ac tion on her part is necessary. This Slate is now, and always has been, sincerelydevotedtsthe Union of the States and I believe she is Id regarded both North and. South. North Carolina has al ways been faithful to her engagements to her sis ter States. We have some reputation for honesty and pa triotism ; let us see whether something may not be done to restore harmony and union by that State which was the first to declare its independ ence of Great Britain. If we fail in our efforts, we shall have the consciousness of having done our duty ; and if (which may Ged in mercy avert) a dissolution of this noble Union of States must take place, then we may consult for our own in terests, as a State, as best we can. It is proposed, in the Legislature, to call a Con vention of this State as soon as practicable, and this measure is advocated by many patriotic and Union-loving men ; but it is opposed by many : both in and out of the Legislature, who are equally patriotic and devoted to the Union. The latter think such a measure, in the present state of our affairs, premature. It is of the very first import ance that we be, at this time especially, united and harmonious among ourselves. Since there is not harmony on this j -int, is it not possible to adopt measures in whic'i all can concur? It mutt be obvious to every thoughtful man that the time has come when the question which has agitated the country, morn or less, from the very commencement of the Government, must be settled in some' way, either by constitutional pro visions satisfactory to both North and South, or bv the breaking ur. of the Government into two or more parts. In the present agitation we, at the South, very unjustly put down as opposed to our interests, not only all who voted for Mr. Lincoln, but the whole Northern people. Now, as recent development clearly show, not only thobe whovoted against Mr. Lincoln, but many, very many, of those who voted for him, are disposed to do jus tice to the South when the matter is fairly before them. Many good, honest and patriotic men were led away, in the excitement of the times, to adopt measures and give Urates which, on sober reflec tion, they . no doubt will regret, and be ready! when an opportunity is given, to remedy. Bui they ought to be allowed time for reflection before we are hurried into revolution, and a bloody and fatal one to both sections. What, then, can North Carolina do in the pres ent stale of affairs? Sho, with Virginia and the other border States, can do much. Instead of calling a Convention at present, let the Legislature appoint two or three commission ers to'conier with i ther States, cither in their Conventions xr Legislatures, or with similar com missioners, tci ascertain, what their wishes and views are; and, if possible, to settle upon some plan for the adjustment of our difficulties, satis factory to North and South. We have it in our power to appoint men who, on account of their high character for probity, in telligence and patriotism, would be listened to and respected in any part of the world, and from their wise and judicious counsels with our sister States, the haopiest results might be anticipated. I might mention Judge Ruffin, Gov. Graham, Governor Swain, Gov. Morehead, Judge Badger, W. N. Edwards and others, who would command the confidence and respect of any body to which they might be sent. I do not doubt that, if the South can agree among themselves as to what- they claim as their rights under the Constitution, the North will agree to their terms ; for, I believe the South will claim no more than they are justly entitled to un der our Constitution as it now is, and the North, from present indications', is disposed to do their duty. SEN EX. FOR THE BEUISTKK. TO, THE FREE-ME OF N. CAROLINA. Dear Friends and Fellow Citizens : Will you permit an humble individual, whose age and physical debility ?ould forbid his troub ling you, (were he so disposed) with a long epis tle, to address to you collectivelyi a few lines, particularly addressed to your sound ser.se and sober judgment, on a, subject, perhaps , the most important that has. engaged the attention of in telligent and patriotic men since the formation of our government? ? You are aware.fellow citizens, that there are in our midst, those who are farging, and would "pre cipitate," us into the vortex of disunion, war, and bloodshed. It is true they attempt this, under the pretext of asserting and defending our rights under the constitution ; but permit me to enquire, fellow citizens, if we cannot better assert and maintain them under the constitution, than to trample this s'acred palladium of those Rights in the dust, and go out to sea, without compass,chart or rudder. Again, fellow citizens, would it not be best to wait a Utile, that we may ascertain spe of the results and consequences of the precipitate and awful plunge of our late' demented sister, South Carolina? Do hot those of you that read discover that she is already awaking to some of the conse quences of her rash and ill advised leap? Do not their leading spirits in convention assembled al ready disagree as to the cause that induced them to make the awful plunge ? Againis it not known that they received with manifestations of joy the tidings of Lincoln's election, making it a pretext for doing that which they had been trying to accomplish for years, and is it not manifest that they "precipita ted" thomselves into tho guipn of disunion to avoid the .receiving ' and acting on overtures of justice and pacification from Congress or from the North? ! And now, fellow citizens, suffer a few words of expostulation, and we are done, j Would it not be best to await the flnl action of the Congress now in Session, and more especially the action of the committee of thirty three, and j also the result of the labors of the great, the good and the Patriot-" ic Crittenden, and his compatriots, to restore, peace and union to our once happy and still be loved country ? Is it not a fact that many of the ultra-Abolitionists in the North and in Congress bavq lately manifested a disposition to make concessions for the sake ef U nion? Have they not agreed to repeal ' their odious nullification State acta, (miscalled per sonal liberty laws), which constitute tho chief causes of complaint? And when this is done, hwd we not better "Bear the ills we have, than fly to others-that we know not of." But should two or three more? of our sister ouwes conclude to follow in the ranks of Sonth Carolina, (to wit;.) Alabama. M even Georgia, even then, fellow citizens, may we uul "i" mav our i;ooa oia ortn state; together with Virginia, Maryland, Kentucky, and Ten nessee, would form an impassable barrier between the North and the extreme South, so that the be ligerents of either-section should not pass to mur der each other. In conclusion, fellow citizens, with regard to the calling of a, Southern convention, wp will urge no objection, provided those States be Ixclu dedjwhich have so far committed themselves' on the subject thai to listen to reason and justice would be to compromise their honor. And now, should our Legislature propose a State Conven tion, let us for once ; Oh 1 let us for once, dear friends and Brothers, sacrifice Party on the altar of our Union, our country, and our constitution.
