We find in the Bowling Green Courier the fol lowing article which that paper extracts from the Cincinnati Times. This testimony from the ene my, of the efficiency of our operations on the Kanawha, must, of course, be accepted as reliable so far as it speaks in our favor : j The second escape of Floyd from Western Vir ginia, without even a battle, certainly should not be very satisfactory to the Government His forces were much less than EoBencraciV, and the latter had ample time to cut off Floyd's retreat, or at least force him. to battle. That it was not done is one of the mysteries of the campaign At a time when it was supposed that Western Virginia was lree trora rebels, jloyd stole a march upon Rosencranz, suddenly appearing upon the opposite bank of the river, and throwing balk into Rocencrsnz's camp. For several days Floyd's cannon commanded the roads connecting our camps, and cOt-off All transportation during daylight. The boldness of the movement wasenly equall ed by the supineness which afflicted our side. The taunts ot the rebels were submitted tp without resistance. We were told, and 60 was the Gov ernment, that Rosencranz was aware of Floyd's advance that no resistance had been made because Rosencranz wished him to advance, and that now that Floyd was upon the Gauley, Rosencranz had him just where be wanted him, and that in a few days Floyd would be bagged. ' Then followed a silence of several day?, and at last came the intel ligence that Floyd and his whole force had es caped, making a successful retreat to a point out of reach of .our forces. The announcement created no Utile astonish ment, and as the facte connected .with the case come to hand, they are far trom satisfactory. It seems, that alter suffering a bombardment of several days, General Rosencranz adopted a plan to surround Floyd and cut on his retreat. Three brigades, embracing a force superior in numbers, were detailed for that purpose. Gen. Benham was commanded to cross the river below Floyd, while Cox and Schneclc were to cross above, and blockade the only roads leading to the South. Ai a given signal the three divisions were to advance and give battle. Benham s brigade crossed the river, and were in bivouac fi va days, waning for orders to march. At last those orders were received, and Benham advanced to the rebel' camp. 9 gave tne signals agreed upon, and re ceived answers from the other brigades that all was right, yet when he reached the rebel camp he found it freshly deserted. The other brigades had failed in their movements, and Floyd, taking ad vantage of that fact, retreated through the unob structed road before him. It has since transpired that but for a fortunate night's rest, ordered bv Gen. Benham, his brigade would have been pre cipitated upon Floyd's whole force, and. cut off from all aid, might have been annihilated by su perior numbers. The result js just this": Floyd has escaped a sec ond time, when he should have been captured. As atUarnetax, he out-generaledGen. Rosencranz. At the former he drew off his forces safely with a small loss, while to-day Rosencranz's forces have not recovered from the terrible forced marches they were then subjected to. As we have before remarked, our loss by disease, resulting from the hardships of that occasion, is greater than that of all the battles which have been foughtiu Western V trginia. In this last expedition, Floyd certain ly eluded what was proclaimed as a sure trap for the destruction of his army. buch are the unpleasant truths which come to us from the Kanawha. We can but reiterate the opinion heretofore expressed, that Gen. Rosen cranz can bo superceded to advantage. We should like to see a General in command of that department who could at least prove a match for Floyd. The following receipts, says the Milledgeville Union, have been furnished us for publication by Mrs. Hansell, of Marietta a lady whose elegant accomplishments and still in all the departments of housewifery, will entitle her experience to the highest consideration. They have come in a good time, and will bo properly appreciated by the country at large : For Making Tallow Candles. For every 10 pounds of tallow, have 4 pounds of alum; dis solve the alum in 2 gallons of hot water ; boil the tallow first in elear water 2 hours. After it is perfectly cold, cut the tallow out, scrape off all the sediment Irom the bottom f the tallow, and boil it in the alum water 2 or 3 hours, skimming it well. After it becomes cold, again scrape off all the sediment, which adheres to the bottom of the tallow; and simmer until all the water is out of the tallow, which may be known by any one accustomed to boiling lard or tallow. After every drop of water is out, it is then ready to mould. To make the tallow still more firm, though not so white, add 3 pounds of beeswax to every 10 pounds of tallow, and boil it with the tallow in the alum water. As the common candle wick is too large, split the wick and put it in the moulds. For Corning Beef or Pork. To one gallon of water, take 1 J pounds of salt, half pound of brown sugar, hall ounce of saltpetre ; in this ra tio, the pickle to be increased to any quantity desired. Let these be boiled until all the dirt from the salt and sugar rises to the top and. is skimmed off. Then throw the pickle into a large, clear tub t cool, and rhen perfectly cold, pour it over the meat, which must be in a tight barrel or box, which will not leak. After there or four weeks it is cured. The meat must be well covered with the brine, Dy putting something neavy on it. ..The meat must not be put in the brine until it has been killed at least two nay t, during which time it must be spread out and lightly sprinkled with saltpetre. Twenty gallons of water, ?0 peunds of salt, 10 pounds of sugar and 10 ounces of saltpe tre, will fill a barrel. The same brine can be used a second time by boiling and skimming it wen. McCleUan, Wash ington City: General : I am directed by the President to call your attention to the following subject : rersons claiming to be neia to service or labor under the laws of the State of Virginia, and actually employed in hostile service against the Government of the United States, frequently es cape from the lines of the enemy's forces, and are received within the lines of the Army of the Pov mac. This Department understands that such persons, afterwards coming into the ' city of Washington, are liable to be arrested by the city police, upon the presumption, arising from color, that they are fugitives from service or labor. By the fourth section of the act of Congress, approved August 6, 161 entitled a actio, con fiscate property used for, insarreetiphary par poses," such hostile employmeif is made sv full and sufficient answer to any further claim to ser vice or labor. Persons thus employed, and es caping, are received into military protection of the United Stales, and their arrest as fugitives from labor or service should be immediately fol lowed by the military arrest of the parties mak ing the seizure. Copies of this communication will be sent to the Mayor of the "City of Washington and to the Marshal of the District of Colombia, thai any collision between the military and civil authori ties may be avoided. Riddle & Mcll waine, as a Tobacco Factory, on Perry street, and j is now having if altered ard thoroughly repaired 1 for hospital purposes. It will be fixed np after the manner of the present hospital, and will be as complete in all its arrangements. It will be capable of accommodating about two hundred and fifty patients. The gallant Qld North State is mindful of her sons, and does not permit a sin gle one to suffer. She deserves the highest honor and credit for her commendable efforts in this re spect.
