Sera roes, Cemmaader, Confederate States Navy, dated on board the Samter. at Cadiz, January 9th, in defence of his ship against the scurrilous and cowardly attack made upon her by Mr. Gide on Welles, in his report as Secretary of the Navy. Among other paragraphs of Secretary Welles's late report, the Commander of the Sumter cites the following : : ? "Although a piratical rover, without lioeose from any recognized or acknowledged Govern ment, and avowedly engaged in the robbery and plunder of our citizens, I regret to say this vessel has been received ana her wants supplied, against the remonstrance ot our Consuls, by public au thorities in ro any foreign port?, where her char acter was well known." He then handles the Yankee Secretary as fol lows: The closing paragraph of the above elegant ex tract from an American State paper seems to show that, although it was penned ostensibly aejainst myself, it was, in fat, levelled at those European Powers which had acknowledged the Confederate States to be lawful belligerents in the war which bad been forced upon them. . On no other supposition could it charge me with "robe ry"on the high seaa, and with being a "piratical rover." A pirate is hostis humani generis, and may be seized and summarily dealt with by any and all the na'ions of the earth ; but the fact' is, these officers f the defunct Federal Union are so blinded by their venom against the South that they have no longer the power to distinguish be tween terms. Mr. Welles, aso, in imitation of the -dirty and mendacious press of the Yankee States, calls me a privateer. He knows better than this. lie knows that a privateer is a vessel that bears a let ter of marque and that I am cruising under no such letter. He knows that I have been regular ly commisioneli as a ship-of-war of the Confedes rate States. If be and his deluded associates insist upon calling te citizens of the Confederate States ' Rebel?," under the idea that those States still form a part of the old Yankee concern, then he might characterize me as a Rebel man-of-war.T But if I am this", so were all the ships of the American coloriies oom mission ed by the V l rgi n ian , George Washington Mr. Welles tells the jresiaent and congress that, by "some fatality," I ran the blockade at New Orleans, and that he has ordered the whole affair to bo inveatieated. lie says, also, that be has had 6ix of his largest and fastest steamers in nut-suit of me, and that the commander of one ot them wai so energetic as to perform the wonder ful feat of tracking me as far as Maranham, in Brazil. This. IsunDOse. is one of those darincr acts the officer being in command of a heavy Irigate which called loAh the pan eeyric of the whole Yankee Navy, which wo find in a subsequent part of Mr. Welles'S,report ; for, after praising his clerksisofficer goes on to remark :"Tolhe patriot ic officers of the Piavy, and the brave men wbo.in various scenes of naval action, had served under them, the Department and the Government justly owe and acknowledgment oven more earnest and emDhatic than that which they owe to bis a w clerks." I' feel honored to have been pursued by six frigates : but I have to inform Mr. Welles that by "some totality" I bave run another block ade. I have recently steamed out of the pert of St. Pierre, in the Island of Martinique, in the face of one of the fastest and fin est, of his Yankee ships, the Iroquois, and which is more than twice my force. Poor Captain Palmer I I fear that he, too, wily be immolated .on Ihe altar of "Universal Yankee Nation" because bo did not cajtch the Sumter, though, from all we can learn, be had fits on the occasion. This honora ble Captain is, indeed, a fit representative of the honor of Yankee-doodledom, for he violated the sovereignty of Franco and his own solemn pledge at the same time given to the commanding French and naval officer present, by causing blue lights, (brought all the way, no doubt, from New Lon don, Connecticut,) to be burned on board a Yan kee schooner in the harbor, to signal to him my departure. But I only allude to this en passant, as France is abundantly able to take care of . her own honor "If the universal Yankee nation Can whip all creation 1" When Mr. Welles learns, too, that on my way hither I burnt three more Yankee ships, and lib erated a fourth, only because she bad an English cargo on board, he will probably send six more of his doughty war ships after me that is to say, if he can spare them'from burning corn -cribs and frightening women and children along our South ern coast. He will take especial care, too, to put plenty of men "land guns on board of them, for otherwise I -might notibejn "such constant flight to escape the avenging power of our vigilant naval firce." '"" ": What can wise Mr. Welles mean when he ob jects to the "robbery of merchants and others en gaged in peaceful commerce and lawful pursuits ?" Does hu not know that all property, with rare ex ceptions, captured on the high seas, is properly belonging-to "merchants and others engaged In peaceful commerce and lawful pursuits?" Why this senseless diatribe, then, about robbery, and piracy, and private property, and peaceful com merce, and lawful pursuits ? If Mr. , Welles would give me an opportunity of capturing some of his public property, l would do much obliged to him. But he takes. very good care not to do this, by sending his heaviest ships arter me ; and have the Yankee naval officers, in those -"scenes of naval action" in which they have distinguished themselves, refrained from the capture of private property ? ; : : r t . ..
