"We regret to believe; that our contemporary of
the Wilmington Journal is right in his impres
sions of the rortbleesnes of the Merrimac. , The
Journal say 4 : j .
The Merrimac, long ion the stocks at Ports
mouth, being mad into an iron-clad murine ram,
t uns out, we fear, to be anything else than what
she was expected o beJ We had feared so for
some time, both from ! the mysterious delay in
launching her, as well las other things going to
show that the enterprise must have ,hung fire, to
say nothing 'of private hints and rdmarks going
to confirm this opinion . We suppose there need
be no long any peculiar reticence on this subject,
since it has got into all the papers the Richmond
ones of eour$e aome eolng so far as to pronounce
the Merrimac "an abortion.''
It appears that the 'affair is too heavy and
draws too mncb water. Afterthhs had been dis
covered on floating her, and while attempting to
shore ber. up again, i&he caught upon the blocks
and received a considerable strain. Her machin
ery had to be removed j and a quantity of dead
wood will have to be introduced to correct the
tendency to "hog" thus! unexpectedly developed.
She draws so much water as to prevent her be
iDg used in jacti've operations, and ab ut all that
sne will ce good for will be to mocr across the
Elizabeth river as a sort of floating batter v or
bulk. J
We are only the more confirmed in the cor
rectness of what we said some days ago that if
instead of the vast amount of money thrown
away on the Merrimac, the same money had
been spent on the class of gun-boats suited to the
waters of Albemarle and Pamlico Sound?, we
would have little feara for Roanoke Island, and
feel more confidence of being able to give a good
account of fiurnside's expedition.
THE BLOCKADE ON THE STOCK EX-

The English funds, in the face of the increas
ing ease in the discount market from the influx
of gold to the Hank, continue with heavy ten
dency. The fact (that, if France or any other Power
should demand the concurrence of England in
disavowing the inefficient blockade of the South
ern ports by the federal fleet, it would be difficult
to find a logical plea for refusal, is apparently the
main consideration that induces the public to
look cautiously at future contingencies. The ev
idence seems complete that, if the present nomi
nal blockade is to be respected, the provision of
the Treaty of Paris that a blockade shall not be
recognized .unless it be real must be looked upon as
cancelled, and an impression prevails that this re
sult would be distasteful to all statesmen who
recognise the claims of commerce and civiliza
tion. The meeting of Ihe French Chambers on the
16th inst., and of the English Parliament on the
tJth of February, may bo followed by some im
portant declaration on the subject. The initia
tive thought likely to be taken i by France,
since the eifecls of the cotton dearth are more se
vere upon that country than upon Great Britain,
where a great compensation is found j in the im
pulse given; to India. At the same tune it is seen
that this country can have little inducement to
forego joining in an imperative enforcement ef
legal principles, as the popular and almost uni
versal cry in the federal States seems now to be
that every advantage which can, be gained,
whether from success at home or from the for
bearance of foreign nations, is to be hailed as a
means of hastening the time when the Trent affair
can be "avenged.," Still, notwithstanding this
consideration, the feeling here would be in favor
of leaving the Washington politicians to work
their own way through their anarchy and bank
ruptcy undisturbed: by foreign ..reclamations, if it
were possible to do so without a sacrifice of prin
ciple. - I
BURNING OF HARPER'S FERRY.
From a lady who arrived in this city from Jef
ferson county last evening, we have intelligence
of the destruction of a large portion of the town
of Harper's Ferry,' by the Yankees, on Friday
night last. Our informant slates that oil Friday
the Guerilla company cemmanded by Captain W.
Baylor, of Jefferson, went to the Ferry with a
view of capturing a truitor by the name of George
liohr, who has been acting in the capacity of fer.
ryman between the Virginia and Maryland shores
and who had, rendered himself particularly odious
by giving information of the movement of our
forcea.in that neighborhood. Captain Baylor buc-
ceeaea in naving Uoar enticed to the Virginia
tide of the river ; but finding it impossible to cap
turo him, he shot him in the boat - IThls exaspert
ated the Yankees to such an extent that they came
oyer, under the cover of night, and fired the town.
The result was as stated above, the destruction of
a considerable portion of the Town. We learn
that Rohr died soon after be was shot.

following extract from a letter from Venice :

accession q the Archduke Maximilian to the
throne of Mexico was made the subject of confi
dential communication tetween the Ministers of
the Government of Austria and the French Gov
ernment. If we are well informed, the Cabinet
of Vienna" has recently charged Prince Metlur
nich to give such an answer to the French pro
positions, without absolutely declining them, as
may leave doubt that the Austrian Government
will never entertain the idea of making any ac
quisitions in Mexico a ground for negotiating a
transfer of Venice. 1 !

ier calls the attention of the authorities intrusted
with the duty of procuring a Sieaoi Ram, for
which an appropriation of $300,000, was made by
the South 'Carolina Statu Convention at lis late
session, to the model and plan of war ja vessel re
cently designed by one of our native mechanics.
The plan has been examiaedby the Navy Depart
ment at Richmond, by whom it is admitted to
"embrace features which are regarded as new
and eminently useful. '.' i j 4, .
Among the advantages presented by this plan,
axe those of swiftness to overtake a Seeing enemy
and the ability to crush the, opposing: vessel in
a part most susceptible of damage) and incapable
of repair. At the same time this war weasel will
be so constructed as to expose but a very small
surface to the shot of the enemy, and "even that
surface, small as it is, can be- at pleasure safely re
duced by depressing the Teasel still further in the
water. The internal arrangements are such, that

- These explicit remarks (says the Northern re
porter of the above,) Jjave produced a powerful
effect Upon the publi mind. The hopes of the
nation may well be elated. The reporter should
have added, that the constant imbition of alcoholic
