We may look for lively proceeding upon the opening of the British Parliament, and possibly ine r rencn v;namDfrs also, in JSnglarur two qaesUons of interest to oar country will be brought forward .immediately, to wit the expediency of recognising Una Southern Confederacy ; and a searching investigation of the conduct of , the Ministry in carry ing, on at a Tast expense, preparations for war with the United states, after receiving assurance from Mr. Seward that Captain Wilkes had acted with out orders and that the Government of President Lincoln was desirous to maintain the most friend ly relations with Great Britain. There will also be some inquiry into the reasons which induced Lord PaTmerstoa through his organ, the London Morning Poet, to deny the existence of conciliato ry intelligence from America, on the subject of the Trent incident, two days after the communioation of Mr. Seward's note. As regards France, it is proper that our people should prepare to hear of manifestations of dis content at the delays of the war and the impos sibility of procuring cotton. The English jour nals are boldly asserting that France has been, for several months bast, urging upon Great Britain to join her in recognizing the Southern Confederacy ana aisregaruiag iue Dtoc&aae. it is not true mat the Emperor's Government has taken any such initiation. It any negotiations have been com menced on tbe subject, they certainly originated, not in Paris but in London ; and the Emperor has, from the outset, expressed his hope that the rebellion would: be speedily suppressed. The dis tress in the manufacturing districts of France is, however, very great, and the murmurs of mer cantile and laboring classes grow louder and loud er every day. It is by many erroneously suppos ed that the closing of the Southern porta is the cessation of commerce, and that if they were re opened prosperity would return. Few reflect that the real American customers of France were the twenty million of the North, and that, so long as the people of the loyal States suspend their orders, the looms of Lyons and St. Erienne must remain comparatively idle. It is like whistling to the wind to explain this fact to the mass of the French, who are keen ly alive to practical effects, and rarely penetrate beyond the surface of causes. It cannot be doubt ed that France, in a moral point of view, heartily sympathizes wUh the defenders of that Union whose independence she aided to establish ; but thousands of French families are suffering from the war between the North and South, ard we must admit that it it auite natural on their part to wish to see it brought to a close. A large por tion of this country has been deceived, too,; by the specious falsehoods of Kebel emisssaries, who, al most without contradiction, have industriously labored to create the belief that the unisue cause of Southern secession was the protective tariff system, of the North preventing the developement. of commerce between the Cotton States and Eu rope. Slavery has been carefully kept in the back ground by somJe of the sophists who have addressed themselves to the French public, whilst others have impudently alleged that the servile institu tion was never a serious politicul issue in the Uni ted States, and is entirely foreign to the present war. The following correspondence has passed be tween the Liverpool Shipowners' Association and the Foreign Office : Shipowners' Association, i Liverpool, Jan. 15, 1862. i My Lord : It has come to the knowledge of the Liverpool Shipowners' Association, through the public prints, that the Federal Government of the United States have sunk a stones quadron in the main channel of Charleston harbor. This proceeding cannot, fail seriously And permanent ly to injure the entrance to that harbor. The Association fears that unless strong representations and remonstrances are promptly made, a similar course may be immediately followed in the case of the other harbors of the Confederate States. The Association does not think it necessary to dwell at length oo the importance of this ques tion, as affecting the general interests of commerce, but feels called npon, representing an important interest, to address your lordship on the Bubject.
