W ESDAY MORNIN G, APRIL 30, io62
While gpur is selltng at three priees in .New
Orleans, sijgar isielling at five or six prices ;in
Richmond Richmond must procure all her
sargar from Louisiana; New Orleans may pro
cure her fl jur from the Red river country. Toe
predicament of Richmond is worse than that of
her sister oity in Louisiana, but the privations of
each are great and pressing. : , ' v-
If Richmond could obtain sugar and 1 molasses
by Borne cheap ajnd regular prooess, tho cost of
these articles here would be diminished raOre than
half; and-the ; price that would therf be realized
on them by their first owners, in New Orleans,
would be doubled. Each oommunityi Would be
twice as well off as i la ; and the hurden of war
would fall much more lightly on both.i:; - :
mere is grat danger of famine in the South ;
of a sugar and molasses famine in the Atlantic
states, of a salt and flour famine in the Gulf
otates. 1 here is great danger of a salt and meat
famine in EafctPrn Virginia, even though the vJCk
t r,n portion of the Slate would be glad to exchange
meir superaounaance oi tnese articles for flour,
conee, naus, and a thousand minor articles, for
many of wtoicb. they are pinched.
This question of famine has become a very se-
wj., u.ti .uowuutrj'. iiiuruiiani prices
are exacted for be articles, as to which a local
destitution prevails ; andthe community i thus
tnxed more heavily for the means of living than
if they pad a large revenue directly out of their
packets into the public treasury.
Tan scarcity exists every where in special
forms. It is not due to the fact that the general
supplies oi tne country in every article are une
qual to the general demand ; but it results from
the fact that these supplies are not distributed.
There is ho transportation for the commodities of
the community. The superfluous sugars of New
Orleans are held there at half prices, because
there are nojneans of getting them to the. quar
ters where they are wanted, sugar i brines in
Richmond triple the cost and freight from New
Orleans, because there is no transportation for
them to Richmondin quantity.
If a calculation be made of the cost to the
community all over the Confederacy of the arti
cles for which each locality pay these high prices,
it would be found, no doubt; that the tax inflicted
upon the public in this manner is as great as the
whole cost of the war. The people are probably
paying in this way out ot their pockets, as the
war goes along, as much a they will hereafter
have to pay in taxation to extinguish the public
debt.
The qiestion naturally arises, upon this state
of things, why is it that the rail roads dd not trans
port for the community at large? "Why is their
business in freights for the people discontinued 7
Why happens it that the people are by this de
linquency taxed out of their rockets, for articles
I-of livine, an amount approximating: the whole
cost of the war ? If these interrogatories are ad
dressed to the men of the railroads, their prompt
answer is, that their trains are monopolized by
the government, and totally engrossed in the bu
siness of government commissaries and quarter
masters. ' .
The plea is probably a true on : if so, can no
thing be done to relieve this intolerable, this
ruinous, evil ? Has the Government either the
heart or the brains to institute some reform of an
abuse which is imposing a heavy tax upon the
people? Are the Messrs. Commissaries and
Quarterm&stnrs, with stories of whose reeking
corruDtions the whole community Is so rife, so
infal.ible in all their plans and measures as to bo
beyond the reach of control and direction trom
official superiors ? This is clear, that unless soma
f tens are speedily taken to secure a part of the
services of the railroads, for the uses of the general
4ublic, famine will soon begin to stalk abroad in
our midst. Richmond tixamxntr.
