BUTLER'S RULE IN NSW ORLEANS!
Jackson, July 1. The New OrleansjDe'ta, of
the 28th on., contains a number of Uuller's or
ders. No 17 declares the city authorities defunct,
and assumes to himself all the duties Of Mayor
and City Council. No eleciion is to be! held un
til a sufficient number of loyal citizens justify it.
No. 46 sequestrates the property of Major tien-
eral Twiggs.- No. 16 allows vessels with supplies
to come aud go, assigns the City Hall to tbe use
of the Provost Marshal, fixes the price of flour
ai $24 per barrel, and closes all the bar rooms,
unless license be taken before the 1st of July.
No 61 allows no vessel to -carry colored persons
without permit.
Jin the Provost Marshal's court, tbe Union
Bank b as filed a petition against the Mercbants's

YANK BE1 LETTERS, j
An almost counties number of Yankee letters
have, been captured by our troops on the several
battle-fields, within the past few days. Many of
them are hard specimens of Northern; literaturp,
and nearly all of them decidedly trashy. As an ex
ception, we make some extracts from a letter
dated, "Marshal, Mich, May. 29," from which it
will be seen that there is at least One sensible
man left in. the North, who is unwillingto swal
low the Abolition dose which tbe Seward Admin
istration is preparing. The name of the writer we
deem it judicious to withhold; but j will state
tibaithe letter is from one brother to another:
I ''I am also glad, Ben, you are not a miserable
abolitionist. I am glad to hear you j speak well
oi mcuieiian. x wisn ne ana tne whole army
would turn against abolition and its leaders. Deal
Ben, I hoped this war would beover and all things
settled again. It seems tbe Southerners are very
determined to have their independence. I be
lieve they will; if not at present, at some future
time. . ' j
"There is no use in living among a people who
think a negro-ought to be free. I wish every one
iri tbe land would take the plague and die. You do
not know what they are until . you live in a place
use Chicago, where a great many people treat ibem
the same as whites,, or better. I say, d n the nig
geir, and hope the South will never give up while
there is a free negro in the country. I suppose
there are a great many soldiers who: think they
ought to be free, but such are fools and beggars.

THE LONIJjIS TIMKS ON THa NATIOXALITT OF

.Fiom the London Times, June 12
Itis.'pbjin that the time is approaching when
Europe vll have to think seriously of its rela
tions to tHe two belligerants in the Amerrcan war.
A contest is raging of whibh we can predict
nothing fut that every week will add to the ha
treds of the. two communities, and will spread
ruin widfr and wider. The state of affairs dis
clrecl tojus by tbe last advices deserves anxious
consider aipon.
It canpj5t.be doubted that we are approaching a
time.whe a more important question even than
that of ahpfJar of mediation may have to be consid
ered by vSngland and France. Tbe Southern
Confederpcy has constituted itself a nation for
nearly a "ear and a half. During that time tbe
attachment of the people to the new Government
has- beeni indubitably shown; immense armies
have beefr raised, tbe greatest sacrifices have been
end uredrltbe persistence of the South'm tbe war
through lonpr series of battles Some victoria's,
some defts has shown tbe " force arid consisten
cy" whicl-lare looked upon as the tests of nation
alifv. "W nerever the Government is unmolested.
the laws -ro .administered regularly as in time of
peace, an 1 wherever, the Federals bave penetrated
tbey are deceived with an animositv which they
resent, asgat New Orleans, by a military rule of
ntolerabfS brutality. The vision cf a Union
party in i4he South has been dispelled, as the
Northerners themfelvee are compelleT, with bit
terness ata mortification, to admit.
Ali thfie circumstances point tobutone corclu-
sion ; Eiper this war must be brought to an end,
or the tife will at4ast come when the South may
claim its&wn recognition .by foreign nations as an
independent Power. The proceedents of our

the 'Confederate States. It is our duty to antici
pate thispbssible event, and it may be wise a9
well as generous for statesmen on this side of tbe
ocean to .approach the American Government in
a friendly Spirit with the offer of their good, offices
at this gj'eat crisis of its fortunes.

T HAVE FOR SALE A TRACT OF LAND
belonging to the esUte of James H. Fitts, cdnJ
taining 6l0 acres, lying upon the waters of tho Roan

tbe Tract lies in Mcklenbut-g county, Virginia, bbr.
dering on Warren county, N. C, adjoining the lands
of A. O. Royd, Captj. Hunt, Dr. WillUm T. Howard i
and others, and is' said to be by those 'who know it
best a very valuable tract of land.. It produces well -the
crops usually grown in this country, Tobacco,
Corn, Wheat and O&s, and I think is well located,
being immediately on the waters of the Roanoke, by
which all tlqi produce raised on the farm for market
might be delivered on the navigation line o boats
and landed iti marked in less fjan 2i hours, a Very
great advantage when there is a rise in the market on
wheat and tobacco ; j or, if desired, might be sent
along one of the best country roads I ever saw seven
miles to Warren toa Depot, on the Raleigh and Gas
ton Road, and from thenoe to Petersburg, Richmond,
Norfolk or "Wilmiagton, giving the planter a choice i
of markets ; after reaching Weldon, N. C. The Im
provements on this place ore of a very plain, s ab
stantial order, consisting of a dwelling house with
four rooms and' a passage, stables, tobacco barn au.d
houses for 30 or 40 negroes. The tract has a plenty "
of wood and water, and cleared lands on It for 15 i r
