were stationed in the swampy, sandy-black-jack
country near Kinston,N.C.j with no enemy near;
and 1 might add, never expected but once. Dur
ing our last week's stay there, we had tho pleas
ure of performing "picket" duty, and "anticipati
ing" a fight, for once at iniidtiighf, theummons
camo to prepare immediately to disputo tho pass
age. of the enemy to Klnston. Then we were
marched quickly twenty miles to Contentnear
Creek in the direction of Newborn, there to
await, but in vain, for the advancing foe; they
did not come, (though many a frightened fugitive
did) and it was well for tbaui, that the 47th was
there. ,
But now we are encamped on the James, on
whose banks something more than battles in im
agination have been fought. Iu coming here our
wholo brigade moved at once ; eometbing unusual
to see four immense trains loaded down with hu
man beings passing along together. A merry
time we, had of it, and no accident occured to
injure any on?. t)n our way from Goldsbord to

THE CONFISCATION BILL.

-without exception voting for it; and the Demo-

than any heretofore proposed. It declarLS death
for treason and the 1'roe.iom of a traitor's slaves;
or he shall be imprisoned five years, lined $10 -q00,
and his estate, except slaves, shall be seized.
For inciting rebellion or giving it aid and comfort,
forfeiture of personal property, ten years in pris
on, $10,000 tioe, and slaves set free. The Presi
dent is authorised to seiz3 the property nt nil
such persons and convey the proceeds to the Gov
ernment. He is to proclaim thai if in "62 days
Rebels do not return to allegiance, their projwrty
shall be forfeited. Sl ivesof persons pngaged in
rebellion, or who give aid and comfort to tho
Rebels, that take refuge in our lines, shall be held
as captives of war, and be forever free from sdavo
ry. So also shall ba all slaves dcseTUd their
masters and coming uwder control of our Govern
ment, also all slave-found at places occupied by
our troops. No slaves cscapi from one iarate to

President is authorised to employ as many person

a motion to table, it from Mr. Allen, which got
but 42 votes, was all. It will doubtless pass the
Senate at once, and then the people will look to
the President for its vigorous enforcement.
