Yeas 59, nays 34. Mr. Ingram moved tbe appointment of field officers by the Governor, staff oflicers by the Col ionel, and Surgeon by the Surgeon General. The ability of the men to select good oflicers was proved by the first regiment of North Carolina, having elected a man like Colonel, now Major General Hill, and other Able oflicers. i Mr. Walser moyed to reconsider the vote adopt ing Mr. McKay's amendment. i The House- agreed to reconsider. To incorporate the Dallas, Newton and Kings mountain Railroad Company, passed its second and third readings. To amend the act entitled Militia. To amend the Revised Code relating to Justices of the Peace. It authorizes Justicesof the Peace who may have to leaveiteounties invaded by. the enemy to resume, their duties on their return. To amend the act incorporating the Western Bank of Nortd Carolina, passed Its second and third readings. To change tbe place of holding the polls in the 44th Senatorial District. To establish tbe Bank of Lincolnton. Mr. Worth, from the Finance Committee, re ported a bill authorizing the issuing of one mil lion ol Treasury notes in'denominations from five cents to ten dollars, and making regulations rela tive to the sale of bonds, &c, read the first time and ordered to be printed. Mr. Fleming introduced resolutions guarantee ing North Carolina's proportion of the Confede rate debt, on the same basis as that adopted by the Legislature of Alabama, read and ordered to be printed. 'Bills to protect certain grants of land in favor of William and Patton Calvert, to amend the act incorporating tho Western Turnpike Company,to alter the line between the counties of Transylva nia and Jackson and a resolution in favor of Oscar D. Johnston, now an inmate of the Lunatic Asylum, passed their second and third readings. A bill for the better 'administration of justice in Onslow county. On motion of Mr. Foy the bill was indefinitely postponed. Resolutions in favor of W. L. Bryson, Thomas J Kerr, W. W. Long, and Thomas E. and C. W. If we can drive him back once more, as we have bo often done, there is every reason to hope that his strength will be effect ually broken. The various officers entrusted with the execution, of this order are again commanded to use all diligence in arresting deserters and absentees without leave from . the army, and all good citizens who prize liberty and independence, are earnestly in voked to assist in hurrying off all such to their regi ments. The brave and patriotic soldier will not over stay his furlougli unless providentially hindered.
