To the People of Wextern North Carolina: The loval Union purtv of Western North Car olina have long felt the need of a thoroughly loyal Republican pacr, to advocate their claims, and contend for that treedom of speech so Ion; denied us bv the enemies of the Union, who, when their cause failed, scarcelv IioikmI that their lives would be spared, now encouraged bv the "iolicy' of Andrew Johnson, use every means in their power, by falsehood and misrepresentation, to make our friends in Congress believe that no loyal element exists in the State, and that a general am nesty is necessary to insure peace and quiet to our section ; while the truth is, it would m the initiatory step to scenes of crime and bloodshed, The people, we say, of the Western portion of the State have long suffered in public opinion for the want of a sound, unbiased loyal press to refute these vilb slanders and hurl back the abusive epi thets liesttowod upon us. We proxso to supply the desideratum, and earnestly usk, the co-opera- turn oi every irue lover oi nis countrv in our ei- forts to did in securing peace, justice, lilerty and equality: to all deserving those inestimable privi leges. Iet every man put his shoulder to the wheel, and we shall soon see again the laws of our country olcved and its supinirters honored, instead of the open grumbling and undisguised hatred of that particular i lasn of rebels, who, while support ing with all their influence the cause of their mis taken and ambitious leaders, yet took very good care to get themselves into fat offices somewhere in the rear Of the contending armies. In the absence of ready money with which to emltark in the enterprise, we propose to our fel low-citizens, one and all, the following plan by 'which a pajer can Ihj established : Let every man tubucrihe and exert iiirmeff to the vtnost to ob- Uiin subicriber and Vie money in advance, and as soon as we get 500 names with the accom panying $2 each, we shall at once purchase the requisite material, new from the foundrvand. at the earliest possible day, issue the first number of the paieV. We have conversed with several pre eminent gentlemen, and have received assurances of their aid and support. Let every man do his iiprt, and the work is accomplished. The rair will I called the WESTERN CHRONICLE, and will 1 a thoroughly Union Journal, and a staunch supporter of Republican j)rincipies. It will 1 mailed to sulcribcrs at the kow rat of Two Dollars per annum, which was the old-time price of a weekly newspaper.. We place it thus low that every lumuy may take one of theit own, and not depend on borrowing their heighlior's, as well as to encourage our colored citizens, who now have equal rights before the law, toi know and understand the events that are transpiring around thein, and whose duty it is to see and read for themselves. We pledge that the Chronicle shall Ix; a paper that every man may read with profit to himself, both white and black, if they love their country and her laws. The Publishers, licing practical printers, guarantee the general appearance of the paper, while the Editorial Department Will reflect whatever judgment and ability they maj possesB, , We ask the friends of Law and Order'to inter est themselves in lchalf of this enterprise.
