A trying time with melcertain, for J had said but a short time before . that" I Would: vote for W. W. Holden; at the election if he was dead or alive. So. that night I slept but little, thinking over my most" aiwfulj condition, pot allowtd to vote for who I pleased, if I lid, I must be hanged, and if I did not vote for Vance and prove that ! did- I must be hanged. A bitter pill it was tome. Well, if 1 vote for. Vance bow can I prove it? A Union man Cannot be believed, and to -mix with the secesh 1n the way of voting, 1 did not intend to do. i- . j ' . Wil, 'I came to this conclusion, as I was appoint ed one of the inspectors, I would see that Holden bad a fair election so far as holding pf the pollB weTe coacerned at our precinct, for I Would hold the Governor's box myself, and no man's ticket should : be opened before it was put in the box, and that I would qse every honest influence in my power to gain every vote I possibly tould for; Holden. -. Myself and a friehef came to this conclusion, to cut off of the two columns of tickets tbat was print ed for Vance as close as possible, which left a lank column of his yellojv paper, and ori that blank col umn I wrote tickets, for W; W. Holden, and gave te a friend of mine thirty-two of them, with a re quest that he put out as many of them as I. he possi bly could, which he did. I retained some twenty five tickets wrote on the yellow paper mvself; and in managing in this way, myself and friend secured many votes for ;W. W. Holden in Wake, and Chat iLam, that he could not otherwise have got, as there "were a good many like . myself, 'scared up with tKreats of if you vote for Holden, in the army you must go ; and they coud -vote with a yellow ticket that came off of Vance's paper, folded up-, without ..being suspected voting for Holden 'by tbosa who were set to watcn tnem.-as Vance or his friends, had procured, a very nice yellow paper that Holden could not procure. ' So every one; of those yellow tickets that was put in the box Was considered" to be - for Vance.by those who did not know how the thing" vra? worked. ; bo me and toy irrend took -the run ning start on them that far. J Well" how to have to vote for Vance and prove it, gave me more troubre than I could hardly bear. .'.I had almost as soon, die, though riot quite, and, by no means, . did I wish to be , hufte. So 1 summoned up courage and with a trem bling hand and heart, I cast the vote for Vance, and. called the attention of a secesh to witness it, as I knew I . could not prove any thing by a Union man , aliout the. matter. Brown, of New Hill, in said county, and know bim to be as good a XTnion Conservative and Holden man as ever lived or died! -. He worked as hard to secure the election of W. W. Holden for Governor, " at-thelast Governor's electionl'as spy man could do, placed in the fearful, situation that he was. He was severely threatened if he voted, for Holden, or did not vote , for Vance, and a$ he could not be al lowed to vote for Holden himself, he worked secret and artful ways, and gained; many votes for WW; Holden that he would not otherwise have got, which was doneiy cutting the blank column out, of the yellow paper-that Vance hd procured for his tick ets, Which blank column .Brown used in writing tickets for W. W. Holden, and he gave me thirty two of trie tickets, Which he had wrote on Vance's yellow paper on the morning of th4 election, with the request that I get all of them put in the box for Holden if possible, -and the paid. RJ M.. Brown re tained some twenty five of the same; kirid of yellow tickets himself, and said hV would get very one of them in for Holden if he possible could. So myself and the said R. M. Brown put out Holden's yellow tickets in every hand we possibly cbuld, or dare to, and those who were afraid, to vote fpr Holden open ly, just folded ap-'-thev yellow tickets and put them in the box, and from the color, of Jthe paper, those set to watch.1 thought many votes were cast for Vance, when, actually "they were icast for W. States, known a& the series of May 9, j looo, all onicers acting there under are directea to cause aslittle annoyance as possible to" parties in terested in such commercial intescogrse, and other-i wise to carry out the purposes of. the Executive in j removing ajlj the restriction's upon 'such commerce that the most liberal construction of the! law will; permit, inasmuch as the militaryflmea of occupation' in the districts west of the Mississippi river have not been extended, nor the trade! therewith affected I by the proclamation. of the President of -t April 29, 1865. Regulations of July 29 186i, are still in force so far as applicable to the territory west of the Mississippt I '.i.--1:' By the third, section of tne regulations of May 9th, the necessity for applications to this Depart ment for permits or authority to" clear1 goods for any; part of the j insurrectionary states east or the Mississippi, either coastwise or nnland, is obviated ana consequently no eucn permits or autnoru.ies will be issued. Collectors nd others are directed to clear all goods, not specifically declared contra-f band by the second section fit said regulations, while all such shipments must! be under the super; vision of an officer of the! customs, where there are such, or other - proper officer, to prevent the trans portatiori pf any article declared contraband. No permit or otner tee will oe coargeci, except sucn as - may be prescribed by law; for the entrance and clearance of 'vessels. ; -14 . ; I ' Where cotton, the product 9! an insurrectionary State, having been sold "tot and resold by a purchas ing,agent of the GovernmenJI, is offered for ship ment, the certificate of such purchasing agent only is required. ' If the cotton so joffered is claimed. and proved to be the product of a person's own: labor, or of freedmen, or others employed . - and paid by them,, the shipping fee of three cents per pOunc must be paid to the officer unjder whose supervision the shipment is made. If any products oilier than cotton are offered for shipment,,the certificate of t Collector of Internal Hevemie that'the joternal taxes prescribed by law have bejen duly paid thereon, must bei produced "before the shipment will bt alls wed. .;.; ' ' 1-.'
