' - I saw a man once in this condition. He was a man of great strength, and had he . been temperate he might have lived a century. The parent's or guardian's authority and obli gations take tbe place of those Of tbe former master. II. Each District Commander will appoint a superinten dent of freedmen, (a commissioned officer.) with such number of assistants (officers and -non-commissioned offi cers), as may be necessary, whose duty it will be to take charge of all the freed people in his District, who are without homes or proper employment. The superintend ents will send back to their homes all who have left tbem in violation of the above rules, and will endeaver to find homes and suitable employment for all others.
