It baying been determined and agreed upon by the pro
per officers oi the War and Treasury Departments, in ac
cordance with the requirements of section 9 of the act of
July 8, .1864, that the amount of goods required to supply
tbe necessities of loyal persons residing in insurrectionary '

forces, shall , be am amount equal to tbe aggregate of the
applications therefor, .sad that the places to wnioh such
goods may be taken shall be, all places within such lines
that may be named in the several applications for trans
portation : thereto,, it is therefore directed that elea ranee
shall be granted, upon application, by aay loyal person or
s party, for all goods mad merchandise not prohibited, in
such amounts, and to suchplaeea which, under the revenue

cause tbe vessel to be discharged under his general super
vision ; and, if tbe cargo is found to correspond with tbe
manifest, a certificate to the effect shall be given to said

If there shaH be found on board any prohibited articles,'
such articles shall be seised and, bsld subject to the orders
of' the Secretary of the Treasury; and the officer shaH
forthwith report to the Department all the facts of the
case; mod any such vessel arriving from any foreign port

with contraband articles on board, shall, with the cargo,
be seized! snd held as subject to confiscation under the
lairs of the United States. !
