tive, as expressed in his .executive order, bearing date
April 29th, 885, to relieve ail loyal citizens and well-,
disposed persons residing in. insurrectionary Statea from
unnecessary i commercial restrictions, and !to encourage !

tions are prescribed, and will hereafter govern commercial

that may be named in the. several applications for-trans-portation
