That an elec tion be held for Sheriffs and County and Superior Court Clerks on the same day and at the same time and places, that tbe election for members of the General Assembly shall take place, and in the same manner as heretofore prescribed for the election of such officers: Piovided that all persons qualified to -vote for members of the House of Commons shall be qualified to vote for these officers.
