to $127,000,000 ; for the whjole fiscal year

Now, the country ; has just gone through
an. exhausting four years' war. That war
has W)st nearly , $3,000,000,000. Just that
sum has . been spent, - lost, sunk. By that
A sum the nation is poorer than it was before
the war began.,. Yet: it seems that we can
a3brd to spend more money than even on
foreign importations though ;. the duty on
such! importations is from 12 to 23 per cent
heavier than it used to . be, and the customs
revenue is averaging half a million in gold
eacn WorKing day,
The. seeming anomaly will not bear exam
ination. . We "cannot . afford ' to spend the
money we are spending oh. foreign importa
tioni. We could not afford it if goods were
at old prices : and in fact we are so ravenous
for foreign goods, that we are paying twtf
and three prices to the manufacturers ot .Eng
land. Germany and France r the goods
thew are sending us. Foreign manufacturers
are i .11 growing rich atour jexpense, and are,
so b lsy that they decline new orders.' . If in

aniium for ' each of the four years we had
been industriously engaged in productive la
bor, j and had been' practicing dae economy
thef While, - we could barely afford the ex
travagance in.which we are now indulging.
, Unless something occurs to check the pres-
entl spendthrift tendency of the people of the
tnited states the collapse predicted by Mr.
M'Cullochmay be upon us- before the two
years of expansion he expects' shall have
elapsed. . ' f :
Ijt is of nations as of men. " A man may wear
a Dold front and keep up appearances long
after his substance has departed from him.
o long as the bank discounts his papef he
continues to enjoy credit, and to possess so
much money that the world suspects not his
losses. , But sooner or later the truth leaks
out, and he is confessed a' bankrupt. - The
people of the United States are not yet bank
rupt, but they have lost So much money in
th last four years that nothing but severe
economy and a sedulous prosecution of pro
ductive industry-for many years to cqme can
prevent tneir ,becoming bankrupt ere long ;
Great wars beeet commertHl' revulsions.
The British wars against Napoleon were fol
lowed by. the commercial collapse of! 1819:
our war of 1812-'14 by the collapse of 1816-
17 ; the Crimean war bv the collatree of 1857
i Historians explain each of these collapses on
unerent principles, and from their, reasoning
it would seem that the revulsions ; iid not
necessarily result from the wars, but wiere the
frit of other and distinct causes. - This may
Dutnt is acunous coincidence tnat in
this commercial age: great wars' have; Invari-

The Secretary of the Treasury an ;old
banker and a scientific financierr-warns us
that within two years we-shall have a gen
eral collapse.' . We shrug our .shoulders, and
go on buying foreign goods. French impor
ters say ; "Would you. have us stop import
ing when we can sell ' every case of goods at
a profit of 10 per cent?" Jobbers laugh at
contracting their business so long as dealers
strip their store bare as often as they fill it.
Dealers can not be expected to let their
stocks run down so long as trade remains so
brisk. And the gay old public, with its
pockets full of money in forty-five different
shapes spends' what it has in its old free
handed way. If it could but be persuaded
to rentrench" its expenditure j , to see jthat

Wise men the rare few who will be fotfnd
floating after the storm will set their houses
in order. The Secretary may oc may not
succeed in contracting - the currency. , . If he
does, he will cause the collapse, as Mr. Chase
caused-the Wall Street collapse of April,
1864. . If he does not, it will come without
him. That it must come, no thoughtful per
son can doubt, in viewjof what is patent to
all. But meanwhile old John Public j will
order new opera-cloaks for Mrs. P." and. the
Misses P.; puffing his fifty cent; Havana, .will
