One of the editors of the Fayettevill Observer is on a Northern tour, and baa been carrying on a regular correspondence with his paper. II baa had a pretty good opportunity ts gather the sentiment of the people of the North upon the sectional issues that are now agitating the northern mind. We are loth to believe that fanaticism will go to the extremes pointed out, but we cannot hut our eyes to the fact that the whole North is in a state ol excitement unparalleled in the history of (he country. The South is euol and1 prepared for any emergency that may arise. It will not act rashly and unadvisedly, bat it will do promptly and fearlessly what a due regard for Hi rights and interests may- require. Having occasion to pass by the Fair Grounds a few .daft ago, we noticed that several quite important improvements were go ing oar which will add much tu the visitors and exhibitors at the Fair. Besides en larging several of the buildings On the grounds. preparations are) being made for the erection of twe mote. The Fair last year was a very credita ble one, but all had occasion to regret that there Wat so little space in the houses for exhibitorarj We feel confident that this will not be the case this time. - Besides, we observe, that the grounds having been plowed up are much more level than they were before.. The arrangements fur the coming Fair will be much more complete and satisfactory than for the one last year. With more-time to make the aeoeasary improvements and more experience, ws feel sure that every thing will be done by the Committee to make this Fair equal to any in the country. " Cvatocs Relic. These centlemen are all young men, and they bring to the discharge of their duties energies not crippled or impaired by age, but strong in the full enjoyment of youth. It may be said that they are rather young for the grave positions they occupy, but in this we think there is error. It is a. very great mistake tosup Kse that he only who ho passed tho meridian I of life, or whose head i venerable with grey1 hairs, is best qualified to discharge the duties of public office.
