ety of sending delegates to the Rail; Road; Con
vention to be assembled in Charlotte, on .the
27th April next. r On fraction, Samuel R,eeves
was appointed Chairman, and JV H. Ennis,
Secretary. The following resolutions ! were
submitted, and agreed lo unanimously :
Resolved, That we are highly sensible of the
disadvantages under which the people of this
rich and fruitful section; of couutry suffer for,tbe
want of an expeditious and cheap transporta
tion of their produce to market.
Resolved, That we! hail with pleasure
efforts now being made, for the purpose of -el
tending the Charleston; and Camden Rail; Road
towards the rich vallies of the Yadkin and Ca
tawba Rivers. i I
Resolved, That fyithepurpose of promoting
this seheme of communication with the'. sea

sources of disturbances, the changes of tariffs
on both sides of the Atlantic, the demand for
the staples of our soil, and the scarcity of ship
ping are taken into view, we are not surprised
that ordinary ptiuciples of fiscal action on the
part both of merchants and banks are lost in the
confusion, which almost amounts to chaos, that
has ensued.

MR. CALHOUN'S ANNEXATION
POLICY.
The "Union" comments on Mr. Calhoun's
agency in the annexation of Texas, and thus
speaks :
"Certainly there were, in various parts of
the Union, many very well informed persons
old and stanch friend of annexation who con
sidered that the agency of Mr. Calhoun in that
transaction might have been quite as well dis
pensed with ; that the method ot annexation
adopted and unsuccessfully tried by him was far
from being the best and safest method ; that
he unnecessarily and unwisely narrowed the
ground of policy upon which hp placed the
measure ; that he clogged it with many diffi
culties and perils not naturally belonging to it ;
that is some of the incidents of his course in
the matter, be failed to adopt any ery scru
pulously strict construction of the constitutional
limits of Executive authority; and that, in one
word, the Texan business was not well man
aged till it passed substantially out of Mr. Cal
houn's hands and into the hands of Congress.
Then, indeed, in a mode quite different from
the mode adopted by Mr. Galhourt,, annexation
was consummated ; and, in the just and legiti
mate triumph of the achievement, at last happi
ly accomplished, comparatively little- attention
was paid to any errors which might appear in
the course of a -statesman whose plan of annex
aion had most signally failed, even at the mo
ment when annexation in itself vas most popu
lar." M

RAIL ROAD MEETING.
On Monday the 24th ult., a meeting of the citizens of
Davie county was called at tjie Courthouse in Mocks
ville, to consider the advantages of the rail road propos
ed to be constructed between! the South Carolina Rail
road and Charlotte, Mecklenjjuirg county, N. C. The
meeting was organised by th appointment of Lemuel
Bingham, Chairman, and Samuel Howard, Secretary;
when G. A. Miller explained the object of the meeting,
,and introduced the. following resolutions:
Resolved, That the construction of the road; from
Charlotte to some point on th South Carolina railroad,
is an object of the highest importance to the people of
Davie county. ;;
Resolved, That the agricultural interests of this coun
ty, are oppressed by the distance at which it is situated
from, a convenient market that the profits of all busi
nesses diminished the value bf lands depreciated, and
the prosperity of every class and every branch of indus
try i$ by this cause, impeded. - j
Resolved, That the proposed road will shorted our
distance from market one half; and affords prospects of
other and more extensive improvements will alleviate
the evils underi which we sutTeif, and advance the prospe
rity if the whole western part of North Carolina, j
Resolved, That the Chairman of this meeting appoint
delegates to attend the convention proposed to be held
at Charlotte, on the 27th Aprili next, and they are re
quested to use all exertions to secure the success of this
enterprise. 1
