Notwithstanding the Russians are outside and tbe Turks inside of Plevna, the Russians can hardly be held in and the Turks can hardly hold out. Double postal cards, affording facilities for reply, aro already in vogue in several countries of Eu rope, and have been found of im mense convenience. Hayes has given $100 to a Rich mond church and yet - people in speaking of his liberality appear to forget that Gen. Grant gave ten times that amount for whiskey. Somebody in Philadelphia having nominated Col. McCIars, of the Philadelphia Timts, as a candidate for Congress in place of Judge Mcitelly, the Colonel rises to.Eay he has -no ambition to be anything but a journalist, and would not ac cept a seat in Congress if every Voter in the district supported him. The Republicans of the Senate, hays the Washington Evening Star, are making every possible exertion to rally their absent forces and to break down" tbe Democratic major ity of the past two days. Senators Sharon, Blaine and Ferry have been telegraphed for and are ex pected to arrive this week. The two last named Senators are paired, but it is said that an attempt will be made to bteak Senator Grover's pair with Mr. Blaine. Tb.9 Money Question. Ed. Southerner Dear Sir : I have this day read in your valuable paper the preamble and regulations of the Agricultural Society held at the Weldon Fair, North Carolina. I agree wth them, that a "cheap money inj our impoverished condition is to the farmer of vital importance." But I do not believe the repeal of the Bank tax will bring a cheap money to the farmer as sought for by their resolutions. Because, we have tried banks, both State and National from 1814 until the present time and found them to be nothing better than swindling shops eating up the labor of the country, and the cause of dear money by inflations, contractions' and suspensions, raising and lowering val ues at will. If cheap money is of vi tal importance to tho farmers, why not have struck at the root of the evil and instructed our senators and representatives uv congress to use all Constitutional means in their power and bring before Congress a bill or bills, first, to repeal the resumption act ; second, to remonctize silver and to coiu greenback money enough to pay thej bondholiers and debts of the Government and make them a legal tender faoUajr. for dollar, equal -withj i f 1.1 ii r Igold and silver in payment: of all debt and due in the United f States and to J remain a constitutional cur rency as long as the Government Hvea, fend stop paying $100,000,000 interest mrurdallv on them. 3rd. To aepeal all National bank laws, and 4th, to repeal the revenue laws that has taxed the people of North Carolina the sum of 1,775,818 the past year ending June 30th 1877, drawn jfrom agriculture and labor to pay interest to bondholders who pay no taxes to support the Government. This, I! call, is equal taxation and le gal" rights with a vengeance, and ought not to be tolerated by a free people. In conclusion I am satisfied unless the above is carried out and the burdens removed, we shall never have a cheap "money" nor a prosper ous, free and happy people, but made slaves to a despotism of the worst kind, is the Tiew of 79 Wintbbs. Stockholders Meeting i Proceedings of the Forty-Second Annual Meeting of the Stockholders tf the Wilmington& Weldon Railroad Company, Held in Wilmington, on Tuesday, the 20th of November, 1877. On the motion of Hon. R. R. Bridgers, Col. H. B. Short, of Colum bus, was called to the chair, and J. W . Thompson was appointed Secre tary- J B F Newcomer, W A Wright, and J TV" Thompson were appointed a committee to examine proxies and ascertain- the number of shares of the capital stock of the company rep resented. The committee reported 2,723 shares represented in person, and 5,787 shares by proxy. The President, Hon R R Bridgers, then submitted the annual report of the President and Directors to tbe Stockholders of the Wilmington A; Weldon, j Columbia it Augusta Kail road Company, lessee, which was read. On motion; of W. A; Wright, it was - Resolved, That in accordance with a recommendation contained in the report of the President and Directors above referred to the chairman ap point a committee of five stockholders who reside in the State of North Car olina to examine the condition of the road and its equipment, and to com pare the rates, both for freight and passage, at present in force with those of former years when the manage ment of the affairs- of the Company were entirely in. the hands of citizens of this State. The chairman named W A Wright and Donald McRae, of Wilmington, Fred Philips, of Tarboro, A Branch, of Wilson, and N SL Long, of TVel don, as the committee under the fore going resolution. Resolutions authorizing the sale of lands in Pender county a and adja cent to Burgaw, and in Edgecombe at or near Tarboro were then offered and adopted. An election for a President and ten Directors was then had, resulting in the choice of Hon E, R Bridgers for President, and the, following gen tlement for Directors, viz : W A Wrisrht, G-ecrge Harris. You are to settle all your State tax accounts with the Commissioners under action 36, of the Machinery Act, in time for your settlement to be completed with the State Treasurer by the second Monday in January. 4tn. Stoughton has ad dressed a letter to the editor cf the New York Tforld in regard to Judge Black's recent "scoring" of him on the subject of the Electoral Commission, 11 See. ' Mr." StrJoghton claims that Jage' Black has failed to disprove hia statements that just before the beginning of the late war President Buchanan and Judge Black, then Attorney General, "united officially declaring that the GDvernment had no constitutional power to suppress the revolt by force. He also claims that Judge Black has failed to disprove that the highest court of Louisiana had determined that the decision of fhe Returning Board of that State was conclusive and could not be revived or reversed by its courts. Mr. Stoughton concludes with a remin der to Judge Black, "that with his excellent constitution and a right use of hia remarkable talents, guid ed by an improved taste, he may yet hope to retrieve a reputation no enviable for. patriotism, or pari ty of style as a controvertist.'' Whether Judge Black will be heard from again depend whether he at taches any importance to Mr. Stoughton's letter.
