Pardoning Power, Again Many of the editors, who have discussed the Governor's exercise of the pardoning power, have lost sight of the chief feature of. the case. Their view is very naturally taken by thoio unfamiliar with law and legal proceedings, it is the equitable character which in heres in pardon. Equity is defined to be, the correction of that wherein the law, by reason of its universal ity, is deficient. The law frequently cannot regard the mitigating eireamstanees sur rounding crime. It is universal and declares the commission of a certain act to be a certain ofienew on the penal calender. .
