The numerous benefits to be derived by Raleigh from the building of this road have been . so often told by us that it is entirely unnecessary, to re capitulate here. It will open up to Raleigh trade quite sufficient advan tages to re-imburse capitalists, who must in a short time, regain all that is there invested. With the com pletion of the Williamaton portion of the Seaboard and Raleigh Rail road, Raleigh willj be a half nearer a reliable head of navigation. The Al bemarle region, with its magnificent resources in timber, shingles, fish and agricultural products will lie at the verv door of our Capital city. If the road be built between Raleigh and Rocky Mount, thi end of the line will be a matter of a short time. We trust our Capital contemporaries will keep this matter stirred and alive. The other salivary 'appara tus is composed of the sub-maxillary gland and ihe sublingual glands, which lie, as their names indicate, tlia former under the lower jaw and the latter under the tongue. In pro tracted low fever the parotid gland is frequently the seat of fevers, and sometimes even of abscesses. Infla mation of this gland, although an noying and painful, is not necessarily a serious sympton. What Xauaiss is. "Komniss," on which the Presi dent has been fed, is unknown to most people. Instead of buttermilk some use a teaspoonful of yeast Mads from mare's milk, it is the standard beverage of the tartars, who. almost live upon it m summer, and is also used largely by the Rus sians. The scribe found the Governor even more com municative on tho affairs of that touch-discussed corporation than his most sanguine expectations had led him to hope for. The reporter began by asking what action, if any, the commissioners had taken. , A11 that I can tell you for publi cation, he answered,.is that we of facially notified Governor Jarvis, who is himself one of the commissioners, you know, that the assignees ol the road were not coming up to tho con tract We had refrained from doing this before, but this time we were all agreed. : 'In what particulars do you accuse them of failing V The official notification r rings four separate charges : - 1- In the language of the contract they had not prosecuted the work with diligence and energy.' . 2. 'as I was passmir thro -Greensboro on my way to Washing ton, CoL Andrews came to me and asked my consent to an extension of the time from the 1st of July. I de clined, to give my consent .without consultation with the commissioners. I wen Von to Washington and in a few xlays received a letter from Gov ernor' Jarvis desiring me to attend meeting of the commissioners in RaW eigtc 'J did so. The request of the present controllers for an extension of time was renewed at that meeting. We, the commissioners Goy. Jarvis, Dr. Worth and myself required that the application for the exten sion should be made in the, name .of the assignees of the Western North Carolina Railroad, and not, as it was made, in the name of the Western North Carolina Railroad Company simply. We also agreed to consent only on the further condition that the terms of such extension should require the assignees to keep contin ually on the two lines a sufficient number of hands to complete the work within the extended time. There may possibly have been one or two other unimportant conditions demanded, I do not recollect ; but the present controllers did not com ply with these conditions and the ex tension was not granted. I return ed, however, to Washington witi the uHuerstandiner between the twex other commissioners that they, a ma jority of the commissioners, were to sign the grant of extension and to consider that I consented on the compliance by the present control lers with the demanded condition 's I concluded that the present control lers were procrastinating to gain time, and wrote letters to Raleigh to Gov. Jarvis and. Dr. Worth, with drawing my consent to the exten sion under any circumstances, and begging not to act without me. Both letters reached Raleigh on the same day, and Governor Jarvisbeing in the city received his. Mr. t Bain, Dr. Worth's clerk, forwarded the letter to the Doctor to Ashboro, where he was at the time. , . Fro m his action I presume CoL Andrews became aware of the letters and their purport, for he sent a messenger on the same train which carried my let ter to Dr. Worth. When the train reached High Point Col. Andrews' messenger hired a horse and beat the mail to Ashboro. He immediate Xj waited on Dr. Worth and obtained his signature to an extension of time to the 15th of November. When Dr. Worth got my letter . you can imagine that he was not entirely complacent But Gov. Jarvis also having signed the grant the claim was thus originated by the signatures of two of the commissioners, one of them having been obtained in the fraudulent manner described. We ignore that grant not only on the ground of fraud but, also from the fact that even its conditions have not been complied with, a sufficient number of hands to complete the lines to the proposed points not hav ing been put on the road within six weeks after the signing of the grant of extension, which they claim as be ing legal.' 'Does the original bill require that there shall be continually on the lines a sufficient number of hands to in sula the completion of the road with in the time without relying on a large increase of the force as the expira tion of the time draws near ?' 'Yes. that is a condition, not only of the original bill, but also of the grant of the extension, which the present controllers claim as opera tive. It may appear purely techni cal and unimportant to the casual examiner, but on the contrary it is a wise provision of much imiortance, as it requires a constant and tangible guarantee of the good faith and dil ligence of the assignees.' Thia appearing to be the extent of the information Gov. Vance seemed willing to give, the reporter thanked him and retired.
