Land-use planning, produc tion of essential food and feed crops, nutrition programs, public assistance, recreation, protection of water supplies, sanitation, hos pitalization, rehabilitation, con servation of human resources, in dustrial production, are but a few of the things to which the Coun cils may direct their attention. (c) Preparations for adequate protection of the civilian popula tion in periods of emergency, arising out of the primary defense program, from catastrophe, or from enemy attacks. Some of these activities call for immediate attention; others can be deferred for a time while others still may be studied and planned for as possible.
