M-100, SUB 78 BEFORE THE NORTH CAROLINA UTILITIES COMMISSION In the Matter of Investigation of Cost - Based Rates, Load Management, and Conservation Oriented End-Use Activities NOTICE OF HEARING BY THE COMMISSION: No tice is hereby given that the North Carolina Utilities Commis sion has scheduled a public hearing in this docket which will commence on Tuesday, March 11, 1980, at 10:00 a.m., in the Commission Hearing Room, Dobbs Building, 430 North Salisbury Street, Raleigh, North Carolina. The purpose of this hearing is to consider approval and adop tion of a uniform customer charge and accounting procedure to be followed by the electric and natural gas utilities in this State who will be offering energy audits under the Residential Conservation Service (RCS) Program, Part I of Title II of the National Energy Conservation Policy Act (NECPA). A Final Rule implementing the RCS Program was published in the Federal Register on November 7, 1979, by fhe Department of Energy. This Rule became effective on December 7, 1979. Section 456.310(b) of such Rule requires this Commission to make certain determinations with respect to how the following costs associated with residential energy audits will be treated for accounting purposes: admini strative and general expenses; costs associated with project manager requirements; and interest costs on customer loans. The basic issue before the Commission will be whether the above-referenced costs should be treated as a current utility operating expense or whether such costs should be charged to the eligible customer who requests, an energy audit. In addition, Section 456.310(c) of the DOE Rule permits the Commis sion, should it decide to do so, to condition the whole or partial expensing of residential energy audits upon,the establishment of procedures to ensure that each eligible customer receives only one free or subsidized audit in those cases where a customer is served by more than one covered utility. The determinations made by this Commission pursuant to Section 456.310 of the DOE Final Rule will become part of the North Carolina State Residential Conservation Service Plan. The Public Staff 'is authorized by statute to represent the using and consuming public in proceed ings before the Commission.
